Lockdown 5: Know What is Allowed, Not Allowed in Pune Now

Pune, June 3, 2020: The Pune Municipal Corporation (PMC) yesterday approved to give more relaxations in three phases during lockdown 5 which will continue till June 30. Now parks, grounds, taxis, cabs, rickshaws, markets, private offices will be started in phases till June 8. The revised guidelines order was issued by Municipal Commissioner Shekhar Gaikwad. The relaxations will continue in areas except for the containment zones and will be implemented from today(Wednesday).

Against the backdrop of the Corona crisis, the central government has extended the lockdown till June 30. The state government has also approved it and has announced the rules of what relaxations will be given during the fifth phase of lockdown and what facilities will continue. As per PMC order, there are three stages of relaxation which will begin on June 3 (today), June 5 and June 8. Citizens have been instructed to abide by the rules and regulations to prevent Coronavirus infection.

From June 3

Outdoor Exercise: Individual exercise like cycling, jogging, running, walking etc. are allowed to be done in private, public grounds. All the parks, grounds, grounds of organizations, can be used for this purpose. This can be done between 5 am to 7 pm. It is forbidden to exercise in the confined (indoor) area of ​​the stadium. The use of parks in groups is prohibited.

Occupational accreditation: Self-employed plumbers, electricians and those engaged pest control etc allowed to work with safety measures like use of mask, hand sanitizers and following social distance norms. Relaxations have also been given for starting such businesses.

Government Offices: All government offices can operate with 15 percent or 15 employees whichever is more, between 5 am to 7 pm

 

From June 5

Markets: Except malls and shopping complexes, other commercial areas, places like Tulshibaug, Hong Kong Lane and street shops will continue to operate alternately (P1, P2 model) between 9 am to 5 pm. Shops on one side of the main road will open on even dates and shops on the other side will open on the odd dates. If the main road is east-west, the shops on the south side will open on the even dates and the shops on the north side will open on the odd dates. If the main road is south-north, the shops on the east side will remain open on even dates and the shops on the west side on the odd dates. 

No trial room use: People cannot use the trial room while buying dresses. Also, clothes once bought cannot be returned or exchanged. This has been ordered to prevent the spread of COVID19.  Shopkeepers have to ensure social distancing among customers. They have to use mask, hand sanitizers. People have been requested to walk or use cycle to go to nearby shops.

The shopkeeper and employees must be staying outside the containment zone. They should have identity cards with photo. They should use hand gloves and masks. Also, hand sanitizer/soap should be regularly used for cleaning hands. Also, shopkeepers have to use 1% Sodium hypochlorite (bleach) for cleaning outside area and staircase. Also, the sale counter should be cleaned after the customer goes. People going to buy anything must use a mask. Social distancing should be maintained. There should be six feet gap between customers.

 

Mandai: The stalls will open on even and odd dates based on their numbers between 9 am to 5 pm.

Transport: Use of taxi or cab, autorickshaw, four-wheeler, automatic vehicle, two-wheeler is also allowed now for essential services. Only two passengers can travel in taxis, cabs, rickshaws, four-wheelers; only rider is allowed on a bike or two-wheeler.

From June 8

Private Offices: Private offices can be started with 10% staff. They should implement safety measures to prevent spread of Coronavirus. The other employees can work from home (WFH).

Containment Zones: In the containment zones, grocery shops, vegetable shops, medical stores, dispensaries, milk, ration shops and other essentials shops will be open from 9 am to 2 pm. Out of the previous 65 containment zones in Pune city, 27 have been excluded and 28 new places have been added.  

 

Prohibited: Schools, colleges, educational institutions, training institutes, coaching classes; Hotels, restaurants and other hospitality services; Cinema halls, shopping malls, gyms, swimming pools, bars, auditoriums of all kinds, theatres, amusement parks and similar places; All kinds of social, religious, political, sports, entertainment, cultural, educational activities, meetings and similar events that can bring a large number of people together; All religious places, all religious events, meetings, gatherings will remain closed.

 

Night Curfew: Citizens’ movements have been restricted from 9 pm to 5 am except for essential services and medical services.

 

Protection: People over 65 years of age, pregnant women, children under the age of 10 will not be allowed to go out of the house without urgent work and medical reasons.

 

Aarogya Setu: All Establishment Heads should ensure that Aarogya Setu app is downloaded in their mobiles for the safety of their subordinate employees. Arogya Setu app is used for self-protection as it provides information on the possible transmission of the disease. 

 

Inter-district and inter-state passenger transport cannot be done without prior permission. The transportation of stranded labourers, migrant workers, religious pilgrims, other people will be allowed from time to time as per the guidelines issued by the Central and State Governments.

 

Essential services: Hospital, Medical stores, essential commodities factories, their raw material supplier shops, IT hardware materials, packaging goods, food processing like bread factory, flour mill etc, can be started following timing for the staffs.

Domestic Maids: A person living outside the containment zone can go to work as a domestic maid if the owner allows. They have to follow Corona preventive measures like wearing a mask, using hand sanitizer etc.  

Senior Citizens: Services of caretaker, helper, nurse, driver, maid allowed for senior citizens. They have to follow Corona preventive measures like wearing a mask, using hand sanitizer etc

Newspaper distribution: Newspaper can be distributed if the buyer wants. The person distributing newspaper has to wear a mask, use hand sanitizer. Electronic media, cable service will continue.

Financial services: Reserve Bank of India (RBI) and other institutions under its control can function with minimum staffs. Banks, ATM, insurance companies allowed to open.

E-commerce/courier: Home delivery of goods can be done by e-commerce companies. Courier services allowed.

 

IT/ITeS sector: IT, ITeS companies can work with 50 % staffs. Those engaged in call centre, data service have to work with minimum staffs.

Food services: Parcel of food allowed. Dining in restaurants not allowed.

Construction Work – Sites where workers are staying allowed to work as per PMC permission like Pune Metro, construction sites etc

 

Street Vendors – Except the following roads, street vendors can do business on other roads from 9 am to 5 pm. There should be a gap of 5 meters between two vendors. They have to wear a mask, hand gloves. However vendors not allowed on Shivaji Road, Bajirao Road, Solapur Road, Hadapsar- Gadital-Magarpatta Chowk, Fursungi road, Saswad Road, Pune-Satara Road, Nagar Road, Airport road (via Yerwada Jail), Sinhagad Road, Jangli Maharaj (JM) Road, Fergusson College (FC) Road, Ganeshkhind Road, Paud Road, Dhayari Phata to Dhayari last bus stop.

 

Security services – All security offices providing services to private companies and housing societies are allowed to open.

 

 

General instructions: Wearing of face cover is compulsory in all public and workplaces. Spitting in public and workplaces shall be punishable with a fine. Social distancing shall be followed by all persons in public places and transport. Marriage related gathering shall ensure social distancing and the maximum number of guests allowed shall not be more than 50.

 

Funeral/last rites related gathering shall ensure social distancing and the maximum number of guests allowed shall not be more than 20. Consumption of liquor, paan, tobacco, etc in public places is not allowed. Shops (including liquor shops) will ensure a minimum of 6 feet distance among customers and shall not allow more than 5 persons at the shop.  

 

Staggering of work/business hours shall be followed in offices, workplaces, shops, markets and industrial & commercial establishments. Provision for thermal scanning, hand wash, sanitizer will be made at all entry and exit points and common areas. Frequent sanitization of entire workplace, common facilities and all points which come into human contact e.g. door handles etc., shall be ensured, including between shifts. All persons in charge of workplaces shall ensure social distancing through the adequate distance between workers, adequate gaps between shifts, staggering the lunch breaks of staff, etc.
