Maharashtra Government Issues Social Media Guidelines for State Employees

Mumbai, 28th July 2025: The Maharashtra government has issued a comprehensive directive regulating the use of social media by government officials and employees, citing concerns over data privacy, misinformation, and breaches of conduct.

In an official circular dated July 28, 2025, the General Administration Department emphasized responsible and disciplined use of platforms like Facebook, Twitter (now X), Instagram, WhatsApp, Telegram, and LinkedIn. The guidelines apply to permanent, contract-based, and externally appointed staff in all state departments, municipal corporations, councils, and public enterprises.

Key Highlights of the Directive:
Separate Accounts: Employees must maintain separate personal and official social media accounts.
Avoid Misuse: Government employees must refrain from posting or sharing content that is defamatory, false, discriminatory, communal, or violates public decorum.
No Unauthorized Sharing: Sharing or forwarding of confidential government documents, office files, or partially classified materials without prior approval is strictly prohibited.

Official Communication Only via Authorized Channels: Only designated officers, with prior approval from competent authorities, may use social media for promoting government schemes and public outreach.

No Self-Promotion: While officials may share the success of government schemes or projects, care must be taken to avoid personal glorification.
Restricted Use of Government Symbols: Government names, logos, badges, buildings, or vehicles should not be used in personal posts, except for official government profiles.

Banned Platforms: Use of websites, applications, or platforms banned by the Central or State Government is strictly disallowed.

Additionally, the circular allows limited use of instant messaging platforms like WhatsApp and Telegram strictly for internal office communication and coordination.

Disciplinary Action for Violations:
The directive warns that any violation of these guidelines will attract disciplinary action under the Maharashtra Civil Services (Conduct) Rules, 1979. This includes possible proceedings under the state’s disciplinary framework.
