Maharashtra Launches e-Pramaan: Get Certified Property Documents, Index II and Marriage Certificates at Home, on WhatsApp

Pune, 13th August 2026: Citizens in Maharashtra will now be able to obtain digitally signed certified copies of registered documents, Index II records and marriage certificates online from home under the state government’s new e-Pramaan initiative.

Revenue Minister Chandrashekhar Bawankule on Thursday launched the statewide e-Pramaan project along with two other initiatives aimed at digitising registration records and simplifying notified services of the Registration and Stamps Department.

Under e-Pramaan, citizens can obtain certified copies of registered documents, Index II and marriage certificates through online channels. The digitally signed copies can be received through an SMS link or WhatsApp, eliminating the need to visit government offices for obtaining such documents.
The system uses digital signatures and blockchain technology to ensure the authenticity, security and tamper resistance of the digitally issued documents, officials said.

The initiative is also expected to promote paperless governance, improve the security of registration records and increase administrative efficiency.

Registration records dating back to 1865 to be digitised
As part of the second initiative, the Registration and Stamps Department is digitising available registration records dating from 1865 to 2001.
Records available with the Government Photo Registration Office in Pune are also being digitised. The exercise is aimed at preserving old and historically important registration records in digital form for the long term.
The digitisation will also make it easier for citizens to obtain certified copies of older records without having to go through lengthy procedures, officials said.
Notified services to be simplified
The department has also undertaken a review of its notified services under the Maharashtra Right to Public Services Act, 2015, as part of the Governance Process Re-engineering (GPR) initiative.

The exercise focuses on making services more accessible, transparent, time-bound and citizen-centric.

As part of the process, services with similar requirements are being consolidated, unnecessary services are being removed, and service procedures are being simplified. The department is also reducing the number of documents required from citizens and data-entry fields, while cutting down approval stages.
Integration of technological systems and greater online delivery of services are also part of the reforms.

Review of Registration, Stamps and Land Records departments
During the programme, Bawankule reviewed the functioning of the offices of the Inspector General of Registration and Controller of Stamps and the Land Records Department.

He was briefed on services provided by the Registration and Stamps Department, digitisation of registration records, the process of issuing digitally certified copies, integration of departmental technology systems and measures undertaken to simplify services.

The minister also reviewed the ongoing digitisation of registration records and measures to make them more easily accessible to citizens. Officials briefed him on efforts to reduce the need for citizens to visit government offices by expanding online services.

The functioning of the Land Records Department was also reviewed, including land measurement, digitisation of measurement records and maps, and the process of making measurement-related information available digitally.

Officials also discussed the use of technology to make land measurement more accurate, transparent and faster, along with the digital preservation of measurement records and easier access to relevant information for citizens.

The government said greater use of modern technology would help make services provided by the Revenue, Registration and Stamps departments faster, more transparent and accessible.

The initiatives are expected to reduce citizens’ time, effort and visits to government offices while improving the preservation of old registration records, digitising land measurement records and expanding access to digitally certified documents.

The launch was attended by Inspector General of Registration and Controller of Stamps Ravindra Binwade, Land Records Commissioner Shailesh Naval, Cooperation Commissioner Deepak Tavare, Maharashtra State Farming Corporation Managing Director Manjiri Manolkar and Joint Inspector General of Registration Rajendra Muthe.
