Maharashtra MSEDCL PD Amnesty Scheme Sees Massive Response in Pune Region

Pune, 17th December 2024: Maharashtra State Electricity Distribution Company Limited (MSEDCL) has introduced the Permanently Disconnected (PD) Amnesty scheme for customers whose electricity supply was permanently disconnected due to unpaid bills. This scheme offers relief by allowing reconnection and waiver of arrears if customers pay one or two weeks’ worth of the original outstanding amount.

In just 14 days since the scheme’s launch, 23,779 small and high-pressure consumers from the Pune Regional Division have registered their participation. Among these, 20,546 customers are required to pay outstanding dues totalling Rs. 30.20 crores.

MSEDCL has launched the PD Amnesty Scheme, applicable to consumers whose electricity supply was permanently cut off due to outstanding bills as of 31st March 2024. The scheme is open to all domestic, commercial, industrial, and other small and high-pressure consumers, excluding agricultural and public water supply schemes. Under this plan, customers who pay the original dues will receive a 100% waiver on interest and late fees (penalty).

Additionally, small-pressure consumers paying in a lump sum will get a 10% discount, while high-pressure consumers will receive a 5% discount. Alternatively, customers can pay 30% of the original dues upfront and settle the remaining 70% in six interest-free instalments. The MSEDCL’s PD Amnesty scheme will end on 31st December 2024.

Under the PD Amnesty Scheme, 20,546 electricity consumers in the Pune regional division have collectively paid original dues amounting to Rs 30.20 Crore. Of this, 8,626 consumers from Pune district contributed Rs 18.76 Crore, 994 consumers from Satara District paid Rs 1.51 Crore, 3,328 consumers from Solapur district settled Rs 2.88 crore, 4,043 consumers from Kolhapur district cleared Rs 4.74 Crore, and 3,555 consumers from Sangli district paid Rs 2.31 crore.

As per a Supreme Court verdict, electricity bill arrears are tied to the property and not the owner. Thus, even if ownership changes, the new owner or occupant must settle the arrears. This applies regardless of whether the property is in use. Consequently, 11,657 consumers who currently do not need electricity have participated in the scheme to clear outstanding dues. Additionally, 7,920 consumers have requested reconnection, while 4,202 have applied for new electricity connections.

Pune Regional Director Bhujang Khandare has urged all consumers with permanently disconnected electricity supplies to take advantage of this scheme. The MSEDCL PD Amnesty Scheme can be accessed via the official website, http://www.mahadiscom.in, and the MSEDCL Mobile App. Consumers in MSEDCL franchise areas are also eligible to participate.
