Modi Government has created a strong “atmosphere of development and trust” : NAQVI

New Delhi, 24 May, 2016: Senior BJP leader and Union Minister Mukhtar Abbas Naqvi today said here that along with other sections of the country, the Modi Government has created a strong “atmosphere of development and trust” among minority communities as well in the last two years.

Addressing media persons, Naqvi said that keeping aside “political hypocrisy”, which had been going for last several decades in the name of secularism, the Modi Government initiated and implemented effectively at ground level the programme and schemes which are aimed at education, development and security and over-all empowerment of minorities.
Shri Naqvi said that not only budget of Minority Affairs Ministry this year has been increased to Rs 3800 crore, an increase of 87 crore, several other ministries have also worked a lot for minorities dominated areas under ‘Prime Minister’s new 15-Point Programme’’. These ministries have been spending 15 % of their budget for development works including providing better education, employment, road, electricity, water and other basic amenities in minority concentrated areas. Besides this, poor sections of the society have been benefitted from Prime Minister’s economic-social security programmes.

Naqvi said that during its last two years, the Modi Government has been successful in making society’s poor, farmers, weaker sections, women, dalits, minorities and youths a part of country’s development without any discrimination and political prejudice. Minority communities, especially Muslim section, were left far from light of development for last several decades due to “politics of exploitation”. But the minorities including poor Muslims have been benefitted the most from the Modi Government’s schemes centered at mantra of “Sabka Sath Sabka Vikas”. For us, “Garibi Hatao” (removing poverty) is not an issue of “Rajniti” (politics), but it is a matter of “Rashtraniti” (Nationalist Commitment).

“Prime Minister’s new 15-point programme”, “Mission Empowerment”, “USTTAD”, “Hamari Dharohar”, “Nai Manzil”, “Padho Pardes”, “Seekho aur Kamao’’, “Nai Raushani”, “Jiyo Parsi”, “Multi-Sectoral Development Programme” (MsDP) are not only schemes but these are honest and strong commitment of the NDA Government to development of Minorities.

“Prime Minister’s new 15-Point Programme” has been playing a vital role in over-all development of minorities. Under this programme, development works have been taken place in minority concentrated areas through various ministries. Under “Sarva Shiksha Abhiyaan” (HRD Ministry), 7667 primary schools and additional classes have been constructed in 2015 in minority concentrated areas. Under “Integrated Child Development Services (ICDS) (Women and Child Development Ministry), 829 Anganwadi centres have been constructed in 2015-16. 13,104 SHGs have been provided financial help in 2014-15 and 2015-16 under “Swarna Jayanti Gram Swarojgar Yojana” (Rural Development Ministry).

A total of 26,616 beneficiaries have been covered under “Deen Dayal Grameen Kaushalya Yojana” (Rural Development Ministry). 44,000 people belonging to minority communities have been given employment oriented training under “Swarna Jayanti Shahri Rojgaar Yojana (Housing and Urban Poverty Alleviation Ministry). Bank credit under Priority Sector Lending worth Rs 5.45 lakh crore has been provided to people from minority communities. Under Indira Awas Yojana 5.07 lakh houses have been constructed worth Rs 2343 crore in 2015. Under “Integrated Housing and Slum Development Programme” (Housing and Urban Poverty Alleviation Ministry), basic amenities at a cost of Rs 4365 crore have been provided in 138 minority concentrated areas in 2015-16. Rs 2300 crore have been released for minority concentrated areas under “Basic Services for Urban Poor”.

Shri Naqvi said that about Rs 1900 crore have been released for various states under Minority Affairs Ministry’s Multi-Sectoral Development Programme (MsDP) since in 2015-16. The MsDP is aimed to address the development deficits by creating socio-economic infrastructure and providing basic amenities in Minorities concentration areas of the country. It includes construction of schools, health centres, drinking water facility, toilets, electricity, skill development, etc.

Shri Naqvi said that budget for Minority Affairs Ministry has been increased by Rs 87 crore. It is Rs 3800 crore for 2016-17. 50 % of this budget will be spent on educational empowerment of Minorities. Scholarship worth Rs 4000 crore have been distributed among 1.25 crore students. Job-oriented training has been provided to about 1.2 lakh people under “Sikho aur Kamao” scheme. Out of these 42 per cent are girls. Training has been provided to more than 1 lakh women under “Nayi Raushni” scheme. Authorized Share Capital of NMDFC has been increased from Rs 1500 to Rs 3000 crore in 2015.

Naqvi said that schemes aimed at socio-economic-educational empowerment of minorities have resulted into an increase in percentage of minorities in Central government jobs. Percentage of Minorities in Government jobs was 6.91 % in 2013-14 and it has reached at 8.70 % in 2014-15. It will further increase in 2015-16 due to an atmosphere of trust and development without any discrimination. In the last two years, contribution of minority candidates in administrative services and other government services have been breaking record of last three decades. A large number of candidates from minority communities have been selected in civil services this year which include eight candidates from Jammu and Kashmir.
Naqvi said that 28 crore bank accounts have been opened under “Pradhanmantri Jan Dhan Yojna” and Rs 36,000 crore have been deposited. Under “Mudra Yojna” loans worth Rs 1.47 lakh crore were approved till 17 May, 2016. Loans have been given to more than 3.79 crore entrepreneurs. Poor and needy belonging to minority communities have also been receiving benefits from these schemes without any discrimination.

Under “Atal Pension Yojana” 25 lakh, under “Pradhanmantri Jivan Jyoti Bima Yojana” 3 crore and under “Pradhanmantri Suraksha Bima Yojana” 9 crore people have been included into social security cover. Total 12.65 crore registrations have been done under the social security cover. This has benefitted Minorities also. More than 85 lakh accounts have been opened under “Sukanya Samriddhi Yojana”, Rs 4596 crore have been invested. This scheme has been providing benefit to girl child from Minority communities also.

Naqvi said that 3.7 crore new LPG connections have been given in 2015-16 which also include a large of people from minority communities. 5 crore LPG connections will be given in next three years. About 8000 villages have been electrified under “Deen Dayal Upadhyay Gram Jyoti Yojana” and out of these 42 % percent are minority concentrated villages. It is clear that the Modi Government has been working for empowerment of poor, villages, farmers, minorities, youths, weaker sections, women and dalits without any discrimination and with a complete transparency.

Naqvi said that there has been a decrease of 82 % in riots and communal incidents in last two years. We are committed to ensure peace and harmony in the country.
