New Railway Ticket Booking Rules Announced: Tatkal, Cancellation, Refund Changes

New Delhi, 24th March 2026: A series of major ticketing reforms aimed at improving passenger convenience, curbing misuse of booking systems, and enhancing transparency have been announced by Union Minister Ashwini Vaishnaw, with several changes already implemented in the railway reservation system.

According to the minister, one of the key reform areas focuses on passenger convenience and ensuring ticket access for genuine travellers. Ticket black marketing and misuse of the Tatkal booking system had been a major concern, prompting the introduction of technological measures to detect bots and fraudulent booking software. Additional technological interventions were introduced to prevent agents and touts from booking tickets immediately after the Tatkal window opens. Aadhaar-based OTP verification has also been implemented as part of the reforms.

A detailed data analysis conducted by the Railways led to the identification and removal of nearly 3 crore fake accounts from the Indian Railway Catering and Tourism Corporation system, which resulted in improved ticket availability for passengers.

In another major change, the earlier ticket cancellation time windows of 48, 12, and 4 hours before departure have been revised to 72, 24, and 8 hours before departure. The revision has been aligned with advance preparation of reservation charts, which are now prepared 9 to 18 hours before departure instead of the earlier 4 hours. The Railways stated that this change will be implemented without any additional cost to passengers.

Advance reservation chart preparation is expected to help passengers by reducing uncertainty for waitlisted travellers, allowing better travel planning, enabling alternative travel arrangements, and improving vacant berth utilization while increasing transparency in the reservation process.

The minister also announced that counter tickets can now be cancelled from any railway station across the country, removing the earlier restriction that required cancellation only at the originating station. Additionally, the requirement of filing a Ticket Deposit Receipt (TDR) for e-tickets has been removed, and refunds will now be processed automatically upon cancellation.

In another passenger facilities measure, passengers will now be able to upgrade their travel class up to 30 minutes before departure, whereas earlier such changes were allowed only before reservation chart preparation.

These reforms are part of ongoing changes in the railway ticketing system aimed at improving transparency, reducing misuse of the reservation system, and enhancing the overall passenger booking experience.
