No Funds Since 2016: Pune University’s UGC-Backed Coaching Programs For Backward Classes Shut Down

Pune,13th May 2025: The pre-examination training programs initiated by the University Grants Commission (UGC) at the Competitive Examination Centre of Savitribai Phule Pune University (SPPU) to increase the representation of marginalized students in administrative services have been discontinued due to a lack of funding. According to Dr. S Fazal Firdausi, Coordinator of the Centre, UGC has not provided financial support for these courses since 2016, and necessary permissions for the academic year 2024-25 have also not been granted.
The training center at SPPU previously offered coaching for various competitive examinations conducted by the Union Public Service Commission (UPSC) and Maharashtra Public Service Commission (MPSC). UGC had initiated the ‘Entry into Services’ scheme to assist marginalized students in preparing for these exams and to increase their representation in the administrative sector. Under the scheme, the center provided an 11-month training program focusing on civil service exam preparation.
The training program also included guidance from subject matter experts and successful candidates of competitive exams. Additionally, students enrolled in the program received monthly stipends, scholarships, hostel accommodation, and access to study rooms.
Under the UGC guidelines, reservation of seats was allocated as follows:
– Scheduled Castes (SC): 20
– Scheduled Tribes (ST): 10
– Other Backward Classes (OBC): 9
– Economically Weaker Sections (EWS): 5
– Minority and Open Category: 4 each
Despite receiving a strong response from students, the program was abruptly halted without prior notice, said Dr. Firdausi. “Over 200 students trained at the center are currently serving in various administrative positions, and UGC courses played a significant role in their success. However, without any prior intimation, the funding was cut off. Repeated follow-ups with UGC did not yield any constructive response. We were told that the programs were not shut down but were under review. Meanwhile, students have suffered due to this sudden disruption,” he added.
Dr. Firdausi also mentioned that the training program run by the Pune Municipal Corporation (PMC) continues to operate smoothly. However, the lack of UGC funding has severely impacted the SPPU center’s ability to function, leaving many aspiring candidates without essential resources and guidance.
Despite persistent efforts, the center has not received funding or necessary approvals for the 2024-25 academic year. Since 2016, the UGC has only issued letters promising funds but has not released any actual financial support, forcing the center to cease operations last year.
