CM Shri Chouhan reviews activities of Commercial Taxes Department

Bhopal : Chief Minister Shri Shivraj Singh Chouhan reviewed activities of Commercial Taxes Department at Mantralaya here today. Turning down the proposal of permitting taxpayers of over Rs. 10 lakh to keep 100 liquor bottles, he directed to delete this provision from Excise Policy. Commercial Taxes Minister Shri Jayant Malaiya, Chief Secretary Shri Anthony de Sa, Principal Secretary Shri Anthony de Sa, Principal Secretary Commercial Taxes Shri Manoj Shrivastava and other senior officers attended the meeting.

The Chief Minister praised the department for being pioneer in revenue collection in the country and congratulated officers. It was informed that the department is also pioneer in the country in assessment work. Assessment of upto year 2013-14 has been completed so far. Madhya Pradesh Commercial Taxes Department is also on top in Ease of Doing of Business in the country. Department’s percentage is 82.5 in registration and compliance category as per World Press report. National average is 48.12 percent.

It was informed that stamp duty on lease and rent agreement has been reduced by 50 percent. Calculation of stamp fee for mining lease has been simplified and made transparent. Rates of stamp duty payable on documents of loan-related hypothetication, equitable mortgage etc have been made similar. One rate has been prescribed by ending various slabs of sale deeds. In registration fee table, number of schedules has been decreased from 23 to 9. Complexities of taxation have been removed by amending rates under Cess Act.

So far, 2 lakh 87 thousand documents have been e-registered in the state. Arrangements have been made to accept service providers applications online. So far, licences have been issued to 5,500 service providers. By way of e-stamp fee, Rs. 1395 crore has been realised online.

The meeting was informed that retired officers of the department will be appointed on contract till filling of posts through Public Service Commission. IT professionals will be posted at district level to analyse online data available with the department. Provision will be made in next budget for construction of department’s building at Indore.
