Pune ACB Nabs Zilla Parishad Health Officer for Accepting Rs 3 Lakh Bribe in Transfer Case
Pune, 3rd January 2026: A routine request for a government posting turned into an anti-corruption operation on Friday, when the Pune Anti-Corruption Bureau (ACB) arrested a Zilla Parishad health officer for allegedly demanding and accepting Rs 3 lakh in exchange for clearing a departmental transfer.
The accused, Ramkisan Gangadhar Ghyar (43), attached to the Pune Zilla Parishad Health Department, was caught during a trap laid by ACB officers near the Zilla Parishad premises while taking the full bribe amount, officials confirmed.
Investigators said the case originated from a complaint filed by a 41-year-old health worker, who was transferred in June 2025 from the Deputy Director of Health’s office in Kolhapur to Pune. Despite the transfer order, he was not assigned any position in Pune and was made to continue at the Deputy Director’s office, where no sanctioned post existed.
In search of a legitimate posting, the health worker later applied for a vacant position at the Primary Health Centre in Bawda, Indapur taluka. When he approached Deputy Director of Health Dr Bhagwan Pawar for clarity on his posting, he was allegedly advised to contact Ghyar, who was said to be closely associated with the office.
According to the ACB, Ghyar subsequently conveyed that the transfer and posting would be processed only after payment of Rs 3 lakh, allegedly sought on behalf of senior officials. The complainant refused to pay and instead reported the matter to the ACB on December 2, 2025.
Following a verification exercise conducted on December 4 and 5, during which the bribe demand was corroborated, the bureau planned a trap. On January 2, Ghyar was apprehended while accepting the bribe amount.
A criminal case is being registered under the Prevention of Corruption Act, 1988, at Bundgarden Police Station, and investigators are examining whether other officials played a role in the alleged demand.
The operation was executed under the supervision of ACB Pune Superintendent of Police Shirish Sardeshpande, assisted by Additional SPs Ajit Patil and Arjun Bhosale.
ACB officials reiterated that public servants or intermediaries seeking illegal gratification would face strict action and urged citizens to report such demands, assuring protection of identity and swift response.
