Pune Among First to Benefit as Maharashtra Digitizes Tenant Verification

Pune, 3rd June 2025: In a major relief for tenants and landlords, Maharashtra’s Registration and Stamps Department is set to launch a fully integrated online tenant verification system by the end of June. The upgraded system will eliminate the need for tenants to physically visit police stations for verification when registering rental agreements.

This digital upgrade, known as Leave and Licence 2.0, will sync tenant data with the Crime and Criminal Tracking Network and Systems (CCTNS), enabling automatic sharing of tenant details with all 1,203 police stations in the state.

“The new software is ready after resolving technical glitches. It will simplify the e-registration process and is expected to be fully operational across Maharashtra by the end of this month,” said a senior official from the registration department.

Deputy Inspector General (IT) Abhaysinh Mohite confirmed the integration. “This initiative will allow data from registered rental agreements to flow directly into the police system. Citizens will no longer have to make separate visits to submit tenant details at police stations,” he explained. “The rollout is being carried out in phases and will soon cover the entire state.”

The digital initiative is already functional at 98 police stations in Mumbai, 64 in Pune city, and 34 in surrounding rural areas.

However, landlords in rural pockets who still rely on traditional stamp paper agreements will need to continue submitting tenant details manually at local police stations. “We advise property owners to switch to e-registration using the official IGR portal to avoid legal complications,” the official added.

This move gains significance after recent cases in Mumbai, where property owners were booked under Section 223 of the Bharatiya Nyaya Sanhita (BNS) for failing to submit tenant details on the police portal. The section prescribes a penalty of up to one year in jail for non-compliance.

Officials emphasized that the system is a step forward in improving public safety and streamlining inter-departmental coordination. According to registration data, nearly 50 lakh rental agreements have been registered digitally in the last five years.
