Pune Citizens’ Group Urges PMC to Act Against Aggressive Stray Dogs as per Supreme Court Guidelines

Pune, 23rd August 2025: A citizens’ group in Pune has welcomed the Supreme Court’s revised directives on controlling aggressive stray dogs and urged the Pune Municipal Corporation (PMC) to take strict preventive measures in accordance with the apex court’s order.

In a letter addressed to Municipal Commissioner Navalkishor Ram, Sandeep Khardekar, President of Creative Foundation, stated that the growing menace of stray dogs is posing a serious threat to citizens, particularly senior citizens and two-wheeler riders. The letter calls for immediate and effective action under the updated Supreme Court guidelines.

Key demands include:
Action against stray dogs that attack in packs, especially at night and early mornings, targeting pedestrians, joggers, and two-wheeler riders.
Immediate capture and confinement of aggressive dogs, with arrangements for shelters to house them.
Penal action against individuals feeding stray dogs on streets, causing inconvenience to others.
Designation of specific feeding zones for stray dogs in areas that do not disturb public movement.
Acceleration of sterilization drives, with monthly reports from NGOs or agencies responsible for the work, along with visible identification tags (such as red collars) for sterilized dogs.
State government data submission regarding the number of citizens affected by dog bites and rabies cases to support further court-mandated actions.

Khardekar pointed out that PMC’s own records indicate around 80 dog-bite cases daily in the city, underlining the urgent need for control measures. “It is time to decide whether human life is more important or dog love,” the letter reads, emphasizing that the Supreme Court has already clarified its stance on the matter and directed all states and union territories to comply.

The citizens’ group has requested PMC and the Maharashtra government to place their position before the court and submit detailed statistics on dog-bite victims, rabies cases, and related public health concerns.
