Pune Citizens Invited to Suggest Development Works for PMC’s 2027–28 Budget; Proposals Open Till August 31
Pune, 6th August 2026: The Pune Municipal Corporation (PMC) has invited citizens to actively participate in the preparation of its 2027–28 budget by submitting suggestions for development works and civic infrastructure projects. The civic administration has opened the participatory budgeting process to ensure that the city’s financial planning reflects the needs and expectations of Pune residents.
Citizens, non-governmental organisations (NGOs), subject experts and various organisations have been asked to submit proposals related to water supply, roads, transport, drainage, healthcare, education, environment, gardens, sports, sanitation, public amenities and other local development works. Suggestions can be submitted until August 31, 2026.
The initiative is being undertaken as part of the budget preparation process for the 2027–28 financial year under the provisions of the Maharashtra Municipal Corporation Act. PMC said the objective is to increase public participation, prioritise development works based on local needs, and make budget planning more people-centric.
Residents can submit their suggestions online through the PMC’s Participatory Budget portal at https://pbpune.pmc.gov.in. Printed application forms will also be made available free of cost at all regional ward offices. After scrutiny, feasible proposals will be considered for inclusion in the municipal budget.
According to the civic administration, proposals received from citizens will first be reviewed at Ward Committee meetings, where they will be discussed and prioritised. Once approved, the proposals will be forwarded to the respective Regional Deputy Commissioners for further action.
Ward Committee meetings, chaired by the committee chairpersons, will finalise the draft list of proposals. Thereafter, all Assistant Commissioners will compile the proposals from their respective jurisdictions and submit the consolidated reports to the Municipal Commissioner by October 9, 2026.
Participatory Budgeting Process
PMC introduced the participatory budgeting system in 2006–07, allowing citizens to recommend civic works for inclusion in the municipal budget. Under the process, proposals submitted at regional offices are initially scrutinised by Assistant Commissioners before being placed before the Ward Committees. The final list is then forwarded to the Municipal Commissioner, following which the Accounts and Finance Department considers eligible proposals for inclusion in the budget.
Under the scheme, citizens can propose individual development works costing up to ₹5 lakh, while the total value of proposals submitted at one time can be up to ₹75 lakh. For four-member ward committees, development works worth up to ₹1 crore can be proposed, while five-member ward committees can recommend projects worth up to ₹1.25 crore for consideration in the budget.
