Pune Lawyer Says No Water, No Tax: Residents Cannot Be Charged Without Supply

Pune, 14th November 2025: Residents facing irregular or no municipal water supply cannot be compelled to pay water or periphery water tax, legal experts say. Advocate Krunnal Gharre has clarified that charging citizens for a service that is not being delivered goes against established legal principles.

“If a house is not getting municipal water and the pipeline or supply is not working, then charging water or periphery water tax is not proper. You can’t be asked to pay for a service that is not being provided,” Gharre said.

He added that this view is backed by legal provisions and multiple Supreme Court judgments which underline that any service-based levy must be supported by the delivery of that service.
