Pune: One Crore Vehicles Still Non-Compliant: Maharashtra Braces for Crackdown as HSRP Deadline Nears

Pune, 20th November 2025: What happens on December 1 if a crore-plus vehicles across Maharashtra still lack the mandatory High-Security Registration Plates? That question is now at the centre of an urgent review by the Transport Department, which has warned that strict enforcement could begin immediately after November 30—the state’s final deadline after months of extensions.

Despite repeated appeals, awareness drives and additional time, compliance remains alarmingly low. Official records show that of the 2.43 crore vehicles required to install HSRP (mandatory for all pre-April 2019 registrations), only 47.23 lakh have completed installation since the rollout began on March 31. Another 87.15 lakh vehicle owners have registered for HSRP but haven’t shown up for fitting. Most concerning, over 1.08 crore vehicle owners have not even initiated the process.

Multiple Extensions, Minimal Progress
The state originally set April 30 as the deadline, but sluggish response pushed authorities to extend it twice—first by two months and later to August 15 owing to limited installation capacity.
When enforcement began, widespread complaints from motorists led Transport Minister Pratap Sarnai to push the deadline yet again, this time to November 30. Even so, compliance levels remain far below expectation across major urban centres.

Transport Commissioner Vivek Bhimnavar confirmed that a crucial meeting at Mantralaya will determine what action will follow the end-November deadline. “Even after granting an extension till November 30, around one crore vehicles have not registered for HSRP. Action will be taken against such vehicles after the deadline,” he said.

The options under consideration include heavy fines, vehicle detention, blocking registration or fitness renewal, and linking enforcement tools with e-challan surveillance systems.

If the department approves strict enforcement, the following are likely:

The final decision is expected later this week, but officials indicate that “leniency is no longer an option.”
