Pune: PCDA (SC) Conducts Comprehensive Training for Newly Appointed Auditors And Clerks

Pune, 6th July 2023: In-house induction training program for newly appointed auditors/clerks in the Organization of Principal Controller of Defense Accounts (Southern Command), Pune was successfully conducted from 01.06.2023 to 04.07.2023 at Nakra Training Room in the premises of PCDA (SC).

Dr. Rajeev Chavan, IDAS, ndc, PCDA(SC) inaugurated the program on 01/06/2023 and also delivered lectures in two sessions. One hundred and sixty participants attended the training program through online/offline mode.

This training was given to all the trainees according to the training policy of the Office of the Controller General of Defense Accounts, in which many rules, acts, orders, instructions useful in their field of work were taught.

BS Kamble, IDAS, Jt.CDA, Sunalini Boyd, IDAS, DCDA, Swapnil Hanmane, IDAS, ACDA , Vaishali D’Souza, IDAS, ACDA,and other Senior IDAS officers and other Senior Accounts Officers / Accounts Officers / Assistant Accounts Officers participated as lecturers and apprised all the participants about their experience and working and work useful knowledge processes in the department.

160 newly appointed Clerks and Auditors of the Principal Controller of Defense Accounts, Southern Command, Pune Office and 109 subordinate sub-offices located in Maharashtra, Rajasthan, Gujarat and Goa were trained in the said training for 30 days. It may be noted that the payment of pay and allowances to PBOR personnel, JCOs and Defense Civilians of the military is made by the Principal Controller of Defense Accounts, Southern Command, Pune Organization; as well as for departmental civil works through MES and for contractors. And the work of payment of GeM / non GeM bills of suppliers up to 30,000 crores is also done by the organization with efficiency and complete
transparency. The work of providing financial advice and internal audit services to the Indian Army, Navy, Coast Guard etc. is also done by the organization.

Dr. Rajeev Chavan, IDAS, ndc, PCDA(SC), Pune, emphasized that training is an integral part of the personnel’s official life as it is essential for decision making. Prevents process delay as well as wastage of time, efforts and energy. He advised all the participants to know their work and apply their mind and intelligence in it. He further said, “You should accept the file as a human being and also take a human approach in handling it”. The livelihood of an entire family depends on each file and proposal, it should always be kept in mind. It is our ultimate duty and responsibility to pay the soldier posted on the border on time and to take care of his financial matters seriously. There can hardly be any greater service than this. He asked everyone to be honest, committed, alert and dedicated towards their work and give satisfaction by performing their tasks without any fear-hesitation or favoritism. In his address, he made a strong recommendation to enhance soft skills, develop communication skills, understand the complexity of the subject and increase the pace and progress of training activities.

During his concluding remarks Principal Controller (Defence Accounts) Pune laid special emphasis on the role, importance and need of training in the department. In his speech, he mentioned that the Defense Accounts Department, which has been serving for more than 275 years as a premier organization, has a golden past and has always been a prime responsibility of the Department to provide accounting, payment, audit and financial advice to the Defense Services. The said internal training was organized for 30 days, in which accounting, salary and allowances of other category personnel, increasing use of SPARSH software for disbursement of pension, environment change, stress management, art of living, sustainable development etc. 100 sessions were organized on overview of methodology and fundamentals related to accounting and auditing. The program ended successfully in a grand way.

Further, keeping his views on the occasion, PCDA(SC) expressed satisfaction over the 30 days internal training given to the new recruits and praised the tireless work of the lecturers of the office in organizing this entire program successfully. He also provided participation certificates to the participants and also asked them to give feedback. He also assured to provide better study material, training facilities and complementary environment to work.
