Pune: PCDA (SC) Reviews Working Conditions at PAO(ORs) BEG Kirkee

Khadki, 24th June 2023: Dr. Rajeev S. Chavan, IDAS, ndc, PCDA (SC), Pune, along with other senior IDAS officers, including Dr. Mahesh Bhagwat Dale, IDAS, Additional CDA, Panveer Saini, IDAS, Additional CDA, and Omkar Moghe, IDAS, Deputy CDA, visited the Office of Pay Accounts Office PAO(ORs) BEG, Kirkee for an inspection. On this occasion, Hrishikesh Deshmukh, IDAS, ACDA, I/c PAO(ORs) BEG, Kirkee, and other senior accounts officers were present.

Pr. CDA (SC) conducted a comprehensive review and enquired about the working conditions of the office. He appreciated the good work being done and assessed the situation. He emphasized that there is always room for improvement and our endeavor should always be to strive for the best.

PCDA (SC) also enquired about the infrastructural needs, especially in the EDP Section, where air conditioners are required for the smooth functioning of the systems, along with other office supplies such as printers and photocopiers. PAO BEG Kirkee caters to the pay, allowances, and transportation claims of around 35,000 soldiers of the Bombay Engineering Group, Kirkee. With a vision and foresight to help the jawans of Bombay Engineering Group, PCDA (SC) has implemented several initiatives to improve awareness among JCOs/PBORs regarding their rights, entitlements, and remunerations.

He emphasized the need for the release of a handbook containing all relevant and latest orders affecting the career entitlements and personal effects of jawans. He suggested that the handbook should be prepared in Devanagari Hindi to ensure understanding by all soldiers of the Indian Army. This will raise awareness and sensitize them to
their entitlements. He also mentioned the release of the third version of the audio-video series “KSHIPRA.” The earlier series addressed issues related to the rejection or under-receipt of pay and allowances for JCOs/ORs, which had led to dissatisfaction. Ignorance and lack of awareness were identified as the root causes of these issues. The “KSHIPRA” 3
audio-video cassette will consist of role-playing videos and a pictographic mode of display to aid easy remembrance and lasting impact as part of an outreach program. These two-minute duration videos will be displayed in 270 SAINIK KALYAN BOARD through the Department of Ex-Service Welfare MoD, New Delhi, and can also be telecasted on screens at the open-air theaters of 62 army cantonments and military stations, he further added.

PCDA (SC) also discussed the connectivity of the “ARPAN” system to the PAOs of the PCDA (SC). At the same time, he emphasized the need to explore options in conjunction with CDA ITS & DC Secunderabad for the update of all basic details of jawans in the Dolphin 2.0 system, aiming for an “ATMA NIRBHAR PAY ACCOUNTING ECO SYSTEM” with minimal dependency and maximum efficiency.

Despite his busy schedule, PCDA (SC) took time out to honor the services of Avinash Mankar, DEO, who is retiring on 30th June 2023 after completing 36 years of exemplary service. The employee has played an instrumental role in the successful implementation of the Dolphin system in PAO BEG.
