Pune: PCMC to Transform Public Toilets With Digital Mapping, Better Maintenance and Inclusive Design
Pimpri, 30th July 2026: Pimpri Chinchwad is set to introduce a comprehensive toilet policy aimed at strengthening urban sanitation, improving public health and ensuring inclusive access to toilet facilities across the city. The proposal received approval from Standing Committee Chairman Abhishek Barne during the committee’s meeting on Thursday and will now be placed before the General Body for final approval.
The Pimpri Chinchwad Municipal Corporation (PCMC) has prepared the policy in view of the city’s rapid urbanisation, population growth and increasing demand for sanitation infrastructure. The policy seeks to improve the availability, maintenance and management of public and community toilets while preventing open defecation and enhancing the overall quality of life for residents.
According to the civic administration, the policy has been formulated after assessing the existing availability of toilets, population-based requirements and the demand for sanitation facilities across markets, transport hubs, parks, religious places, slum areas, densely populated localities, major roads and other high-footfall locations.
Focus on inclusive and accessible sanitation
The proposed policy places special emphasis on providing inclusive and accessible toilet facilities for women, children, senior citizens, persons with disabilities and transgender persons.
It also lays down guidelines for the planning, construction, maintenance and operation of toilets, covering water supply, sewerage, electricity, lighting, cleanliness, safety and regular repairs.
The policy proposes accessible infrastructure for persons with disabilities and dedicated facilities for mothers and children to ensure user-friendly public amenities.
Digital mapping and PPP model
To improve monitoring and service delivery, the policy provides for the digital mapping of public toilets, an effective grievance redressal mechanism and the adoption of modern maintenance and management practices.
It also includes provisions for operating and maintaining toilet facilities through Public-Private Partnership (PPP) models wherever required.
Standing Committee Chairman Abhishek Barne said the policy would serve as a roadmap for addressing the sanitation needs of the city’s growing population.
“Pimpri Chinchwad is one of the country’s fastest-growing cities. Providing citizens with clean, safe and dignified public amenities is our highest priority. The toilet policy prepared by the Health Department will help address the increasing pressure on sanitation facilities in markets, public spaces and residential areas. It gives special consideration to the safety and convenience of women, children, senior citizens and persons with disabilities. The Standing Committee has approved the policy, which will now be placed before the General Body for final approval,” Barne said.
Once approved by the General Body, the policy is expected to strengthen the city’s sanitation infrastructure and improve public health and hygiene management across Pimpri Chinchwad.
