Pune: PMC Mandates Real-Time Air Quality Monitoring and LED Displays for Large Construction Projects to Curb Dust Pollution

Pune, 15th December 2025: In a significant move to combat deteriorating air quality and rising dust pollution, the Pune Municipal Corporation (PMC) has issued a strict directive making it mandatory for all large construction projects to install sensor-based air quality monitoring systems.

The circular, issued on Monday (December 15) by Additional Municipal Commissioner (Estate) Prithviraj B.P., applies to all private and public residential, commercial, and infrastructure projects within the municipal limits having a built-up area of 5,000 square meters or more.

Combating the “Dust” Factor
The directive cites a 2022 report by the Automotive Research Association of India (ARAI), which identified the construction sector as a major contributor to pollution, accounting for approximately 23% of Particulate Matter (PM) 10 emissions in the city. With PM 2.5 and PM 10 levels rising across Maharashtra, the PMC is enforcing these measures in line with guidelines from the State Government and the Maharashtra Pollution Control Board (MPCB).

Technical Requirements & IITM Validation
To ensure data accuracy, the PMC previously instructed sensor manufacturers to undergo a “Co-location Study” at the Indian Institute of Tropical Meteorology (IITM) in Pashan.

Developers must only install sensors that have successfully passed this study.

The systems must measure PM 2.5 and PM 10 levels in real-time.

LED Indicators: Sites must install LED signal systems to display current pollution intensity. This allows on-site staff to immediately assess air quality and take rapid suppression measures if dust levels spike.

Centralized Monitoring
The data collected from these construction sites will not remain isolated. It will be integrated into a centralized Air Quality Dashboard monitored by the PMC administration, ensuring direct oversight of compliance.

Deadlines and Penalties
The civic body has set a strict timeline for compliance:

Existing Projects: Must install the monitoring system and LED indicators within 15 days of the issuance of this circular.

New Projects: Must comply within 15 days of commencing work.

The circular warns that failure to comply will result in severe punitive action, including “Show Cause Notices” and “Stop Work Orders.”
