Pune: PMC to Appoint Consultant for PPP Development of Amenity Spaces

Pune, 19th March 2026: The (PMC) has initiated the process to appoint a consultant for developing amenity spaces across the city under the Public-Private Partnership (PPP) model, following recent amendments to state land use regulations.

Amenity spaces, designated under construction norms for public utility infrastructure, include facilities such as schools, hospitals, sports complexes, community halls, fire stations and cultural centres. So far, these have largely been developed using municipal funds.

Shift to PPP Model

The move comes after the state government amended land use regulations in 2023, enabling civic bodies to explore PPP models for such developments. Earlier attempts to implement PPP for amenity spaces had stalled due to the absence of enabling provisions in the 2008 regulations.

With the updated framework in place, PMC now plans to identify suitable sites and development models through an appointed consultant. The civic body is also working on developing software to digitally track all its property records.

Facilities in Poor Condition

Officials noted that high development costs and prolonged timelines — often requiring five to ten years of follow-up — have led to several amenity facilities falling into disrepair. In many cases, low rental returns and maintenance challenges have further compounded the issue. Some of these facilities are currently managed in association with social organisations.

Property Portfolio

PMC’s property inventory includes:

  • 992 amenity spaces
  • 302 commercial plots under the building department
  • 4,399 residential plots and halls
  • 9,552 land parcels in its possession

“Planning is underway to develop amenity spaces at prime locations in the city on a PPP basis. The 2023 land use regulations will guide this process. We have initiated steps to obtain senior-level approval for appointing a consultant,” said , Deputy Commissioner, Property Department, PMC.
