Pune RTO Vehicle Inspector’s Login ID And Password Misused To Issue Fitness Certificates, FIR Registered
Pune, 17th June 2023: In a concerning revelation, it has come to light that nine vehicles were issued fraudulent fitness certificates through unauthorized access to the Citizen Portal app. This breach occurred by illicitly acquiring the login ID and password of a vehicle inspector working at the Pune Regional Transport Office (RTO).
The fraudulent activities were discovered during routine inspections of RTO inspectors, prompting a 45-year-old female vehicle inspector to file a complaint at Bundgarden police station. An investigation has been initiated, and a case has been registered against an individual linked to an IP address. These incidents transpired between November 2022 and the present.
According to the police, the RTO grants fitness certificates to hundreds of vehicles on a daily basis, utilizing a dedicated computer system. Vehicle inspectors are required to issue these certificates through the Citizen Portal. To access the portal, inspectors must log in each morning, after which they can continue their work throughout the day. During the login process, a password is sent to their registered mobile number, which is used to access and operate the Citizen Portal. Exploiting the stolen login credentials, the fraudster successfully logged into the complainant’s account and proceeded to issue fitness certificates for nine vehicles by generating entry, approval, and verification prints.
Notably, vehicle inspectors maintain records of the vehicles they issue certificates for, and these records are periodically reviewed. The fraudulent activities came to the complainant’s attention during one such inspection, prompting them to report the matter to the police.

Authorities promptly reached out to the Pune RTO for their input. As vehicle inspectors work in a shared hall without separate cabins, it is possible that the fraudulent activities occurred when someone gained unauthorized access to the complainant’s login ID and password. The police have registered a case, and Police Inspector Ashwini Satpute is leading the ongoing investigation.
