Pune: Six Puppies Separated From Mother, Dumped in Remote Area; NCR Filed
Pimpri Chinchwad, 15th June 2026: An official Non-Cognizable Report (NCR) has been registered at the Dehu Road Police Station following allegations of animal cruelty involving the illegal relocation of six community dog puppies from a housing society in Dehu Road.
According to animal rights activist Anand Pardeshi, a holder of the Community Animal Caretaker (CACT) certification issued by the Animal Welfare Board of India (AWBI), the incident occurred at around 9.30 pm on June 7 at Indraprastha Co-operative Housing Society.
Pardeshi alleged that four residents of the society — three women and one man — forcibly separated six puppies, estimated to be around three months old, from their mother dog. The puppies were allegedly placed in a sack and abandoned in a remote grassland area away from human habitation.
The mother dog and her puppies had reportedly been living peacefully within the society premises and surrounding areas for several years without causing any harm or disturbance to
residents.
Animal welfare organisation Servant of Animal & Nature (SOAN), led by Veer Yogesh Gadge, pursued the case with support from volunteer Prakash and legal assistance from Advocate Amit Shah. With the cooperation of Dehu Road Police, the team successfully traced the puppies and reunited them with their mother.
The rescued puppies were subsequently returned to their original territory.
Pardeshi stated that relocating community dogs or cats from their designated territories is prohibited under the Prevention of Cruelty to Animals (PCA) Act, 1960, and the Animal Birth Control (ABC) Rules, 2023.
Under the ABC Rules, community dogs cannot be removed from their territories except for vaccination, sterilisation and subsequent release back to the same location. Relocation is permitted only in specific circumstances, such as cases involving sensitive areas like schools and hospitals, and must be carried out through authorised procedures.
The Supreme Court has also directed authorities and citizens to adhere to the provisions of the ABC Rules, 2023.
Animal welfare activists said the incident underscores the need for greater awareness about animal protection laws and the humane treatment of community animals.
Police officials have initiated further inquiry into the matter.
