Pune: UDCPR Applicable To Large Housing Complexes In PMRDA; Only Few To Get Benefit

Pune, 12th April 2023: Instead of applying the Unified Development Control and Promotion Regulation (UDCPR) to the entire area of the Pune Metropolitan Region Development Authority (PMRDA), it has been applied only to large housing complexes (townships). Therefore, it is clear that instead of benefiting all the citizens, this construction rule will benefit only a few.

Pranav Karpe, Under Secretary of the Urban Development Department of the State Government, issued the order in this regard. About ten to twelve townships are proposed within the PMRDA limits. With this order, the township will get an increased Floor Space Index (FSI), no restrictions on vacant plots, permission to use Transferable Development Rights (TDR), additional FSI (premium FSI) due to lower ready reckoner rates, lower cost, side margin, and concessions, etc.

At present, the UDCPR regulation is not applicable within the limits of PMRDA. If it had been implemented, the scope of PMRDA would expand rapidly. However, it is clear from this order that the government has given the benefits to only a few people without considering the entire scope of PMRDA.

PMRDA has an area of about 7,000 square kilometres and 800 villages. However, this regulation has been implemented only for the townships of Mhalunge, Maan, Hinjewadi, Manjari Khurd, and Wagholi in this area (Integrated Urban Settlement Project).

The State Government implemented the Construction Control Regulations on 21st November 2018 for the PMRDA limits. After that, PMRDA took up the task of preparing the development plan for the entire area and released the draft plan on 2nd July 2021. An expert committee was appointed to hear the objections and suggestions filed on this plan.

The committee conducted a hearing and submitted a report to the PMRDA with feedback. PMRDA will soon submit it to the committee chaired by the Chief Minister and after that, it will be sent for final approval. Therefore, when the development plan of the PMRDA area is in the final stage of approval, the decision of the state government to withdraw this order and benefit only some schemes is being expressed as a shock.

The state government excluded 23 villages from the PMRDA and included them in the Pune Municipal Corporation (PMC). However, the authority of construction permission in these villages was kept with PMRDA. Therefore, except for these 23 villages, UDCPR rules are applicable in all municipal limits. Regardless, it is not yet applicable in these villages. However, it has been applied to the township of this village by this order.
