Pune’s Automated Traffic Signals Under Smart City System Cause Chaos and Congestion

Pune, 25th October 2023: The implementation of new automated signals, part of Pune’s Adaptive Traffic Management System (ATMS) managed by Pune Smart City, intended to enhance traffic flow, is ironically contributing to road congestion and confusion due to inconsistent signal timings, according to police reports.

Under the ATMS, signals at various chowks in the city are equipped with CCTV cameras and sensors to automatically adjust wait timings based on traffic volume. However, recent observations reveal erratic timings causing disruptions. For instance, at Senapati Bapat Road, a signal turns red within five seconds of turning green, only to remain red for an extended 120 seconds. The timing then fluctuates, causing confusion among motorists.

Similarly, the signal at Khandojibaba Chowk on Karve Road exhibits unpredictable timings, leading to traffic jams stretching up to the PMPML bus stop on Jangli Maharaj Road.

DCP (Traffic) Vijay Magar acknowledged the issue, stating, “Our teams visit traffic junctions to readjust the signal timings, but once that is done — signals operate on their own. The signals have attached CCTVs with sensors to judge traffic volume and adjust wait timings accordingly, but don’t work to the optimum.”

Magar further expressed the challenges faced with the new system compared to the old manual mechanism, where traffic constables could take immediate action in case of congestion. Talks are underway between traffic police and Smart City officials to find an effective solution.

Shivajinagar MLA Siddharth Shirole highlighted concerns about the impractical timing for vehicles to cross main junctions, advocating for a minimum span for crossing. He emphasized the need for consistency and functionality during peak hours.

Despite ongoing issues, Smart City officials have installed ATMS systems at 112 out of 125 chowks in the city, with plans to cover the remaining in a month. The Pune Municipal Corporation (PMC) is conducting a review of the ATMS, addressing concerns and planning necessary actions through coordination with traffic police and other relevant departments.

While the first phase of the ATMS is nearing completion, the city anticipates smoother traffic operations once the entire system is fully functional. The current challenges underscore the importance of a seamless transition from manual to automated traffic management for the well-being of Pune’s commuters.
