Safe Houses Introduced to Protect Vulnerable Interfaith Couples in Maharashtra

Mumbai, 18th December 2024: The Maharashtra home department has introduced new guidelines to safeguard intercaste and interfaith couples following concerns over increasing attacks on them. The department has implemented a standard operating procedure aimed at enhancing their security and establishing safe houses.

This move comes after the Supreme Court’s ruling in Shaktivahini vs. Central Government and directions from the Bombay High Court, which were part of a petition filed by Ankurkumar Dubey on December 9, 2024. The department has instructed that special cells, led by police commissioners and superintendents of police, be created in every city and district to ensure the safety of these couples.

To ensure transparency, the names of the heads of these special cells and their teams will be posted on the websites of the respective police commissioners and superintendents. A dedicated helpline, 112, has been set up to handle requests and concerns related to these couples, with a commitment that all information shared through this helpline will be kept confidential.

In addition to the establishment of special cells, the government has planned to set up safe houses for married couples facing threats.

According to a government resolution issued by Ashok Naikwade, undersecretary, the state will provide safety measures within government rest houses. At least one room will be designated in each district’s circuit house. If a room is unavailable, a government quarter in the tehsil headquarters will be set aside for their use.

If neither government accommodation nor quarters are available, the special cells will seek private rental accommodation. The cost for this will be covered by the social justice department, which will also oversee the management of the guest houses or rented accommodations.

District collectors and the in-charge social justice department heads will be tasked with ensuring that relevant details are updated on official websites. Additionally, these details will be shared regularly with the Bombay High Court.

The state government has emphasized the role of the Director General of Police, along with commissioners, collectors, and superintendents, to continuously report back on the safety arrangements made for these couples.
