Pune: Two Booked for Using Forged PMC Documents to Register Property in Ghorpadi
Pune, 6th March 2026: The Bundgarden Police have registered a case against two individuals for allegedly using counterfeit Pune Municipal Corporation (PMC) documents to register a property transaction. The fraud was uncovered during a verification process initiated by the Registration Department.
The FIR (No. 0047/2026) was filed on March 4, 2026, by Minal Mahesh More (52), who serves as the Sub-Registrar (Class-2) at the Haveli-23 office in Pune.
According to the complaint, the incident dates back to May 24, 2023, when an “Agreement to Sell” (Document No. 12865/2023) was registered for a property in the Gokul Heights building, located in Ghorpadi, Pune. The transaction involved Flat No. 503 on the 5th floor of the building.
The investigation revealed that the accused submitted a forged Commencement Certificate (CC) and an Occupation Certificate (OC) to facilitate the registration. The certificates were purportedly issued by the Pune Municipal Corporation:
Commencement Certificate: No. GPD/1540/2021 (Dated: Jan 14, 2021)
Occupation Certificate: No. 088/0350/22 (Dated: Sept 18, 2022)
Upon verification with the PMC’s Construction Development Department, the Executive Engineer confirmed that no such certificates were ever issued by their office and no records of these documents exist. It was concluded that the accused created these fake documents to bypass legal requirements and deceive the government office.
The police have booked two individuals residing in Bhagya Shree Nagar, Mundhwa, Pune:
Venkateshwarlu Achevya Kukkala (47)
Kamanaboina Ravi Tirupataiya (30)
A case has been registered under several sections of the Indian Penal Code (IPC) 1860 and the Registration Act:
Sections 420: Cheating
Section 465, 467, 468: Forgery of valuable security and for the purpose of cheating
Section 471: Using a forged document as genuine
Section 34: Common intention
Section 82 of the Registration Act, 1908: Penalty for making false statements.
The case is currently being investigated by Police Sub-Inspector Ganesh Devman Wankhede.
