CHIEF JUSTICE OF INDIA DELIVERS THE 18TH D.P.KOHLI MEMORIAL LECTURE ON “The Role of Police in Strengthening Justice Delivery”

New Delhi, August 13, 2019 : The Chief Justice of India, Hon’ble Mr. Justice Ranjan Gogoi today delivered the 18^th D.P.Kohli Memorial Lecture at Vigyan Bhawan, New Delhi on the subject “The Role of Police in Strengthening Justice Delivery”.

The Chief Justice of India in his address spoke about the challenges before complex institutions such as the CBI. He touched on issues related to legal ambiguity which he said has an impact on the working of the agency, lack of adequately qualified work force, and accountability amongst others. The Chief Justice of India also spoke about the current challenges and roadmap in the future for the agency. These included technological scaling up, human resource upgradation, enhancement of effective administrative autonomy as well as financial autonomy and accountability. In conclusion, the Chief Justice of India also felt that it is important to acknowledge the remarkable work done by CBI over the years. This could not have been possible without the quality, calibre, commitment and professionalism of its personnel, he said. He also expressed confidence that in the future, the agency would continue to maintain high standards and serve the nation and its people with industry, impartiality and integrity. The Chief Justice also said that what holds good for the CBI in strengthening justice delivery also holds equally good for the entire police establishments of the country.

In his welcome address, Director, CBI Shri Rishi Kumar Shukla said the ultimate goal of the agency’s endeavours, as well its touchstone is the delivery of justice to the common people of India. He observed that the aspirations of the common citizens continue to rise and they expect justice and instant solutions to their problems to be delivered at their doorsteps. Shri Shukla referring to the challenges of the future said rapid pace of changes marked by transition into cyber space pose monumental challenges. He said the agency is increasingly called upon to neutralise a new class of technology savvy cyber criminals who operate across multiple jurisdictions. The CBI is also expected to quickly investigate complex bank frauds cases and other economic offences of global and huge dimensions, impacting a large number of citizens, he added.
