Diwali Delight Safely: Pune Police Imposes Limits on Firecrackers with Licensing System

Pune, 27th October 2023: In preparation for Diwali festivities, the Pune police are proactively ensuring a safe and joyous celebration for citizens by granting fireworks licenses from November 1 to November 16. This decision aims to mitigate the risks associated with the sale and use of firecrackers, promoting a secure environment during the festive season.

Previously, temporary licenses were issued to shop owners for selling firecrackers. Under the new provision, in accordance with the Maharashtra Arms Act (154) (3), the government has imposed restrictions on the possession and sale of specific firecrackers, particularly double-wrapped atom bombs measuring 5.715 cm in length and 3.175 cm in diameter, weighing 42.534 grams and wrapped in paper.

Key points to note:

1) Fireworks licenses will be valid from 1/11/2023 to 16/11/2023. The sale of firecrackers or decorative items is prohibited after this period, and any remaining stock must be returned to the licensed godown or wholesale license holder.
2) Within the Police Commissionerate’s precincts, throwing, releasing, or setting off firecrackers, fire balloons, or fire arrows on roads or within 10 meters of roads is strictly prohibited under sub-section 33U of the Mumbai Police Act, 1951. Violation of this order may lead to legal action under Section 131 (a) with (i).
3) The Supreme Court, during a hearing on Dussehra, Diwali, and other festivals, issued an internal order to prevent harmful effects of noise and air pollution. Restrictions include a ban on firecrackers producing 125 decibels within 4 meters of the set-off location.
4) Limits for chain firecrackers: 50 to 100 firecrackers should not exceed 115/110 and 105 decibels, respectively, up to a distance of 4 meters. Chain firecrackers producing noise beyond this limit or containing more than 100 firecrackers are banned.
5) A complete ban on noise-producing crackers from 10:00 pm to 6:00 am, while those emitting colors or without noise restrictions are allowed.
6) Firecrackers are prohibited within 100 meters of silent zones, including hospitals, educational institutions, and courts.
7) The Petroleum and Explosives Safety Association has instructed licensees not to sell foreign-origin firecrackers.

Citizens are urged to exercise caution while bursting firecrackers and adhere strictly to the provided guidelines to prevent accidents or potential dangers during the festive season.
