ECHS Launches Mandatory Annual Validation for Dependent Members; Medical Access to Be Suspended for Non-Compliance

New Delhi, 16th June 2025: The Ex-Servicemen Contributory Health Scheme (ECHS), operating under the Adjutant General’s Branch of the Integrated Headquarters of MoD (Army), has announced new guidelines for the annual validation of dependent members, excluding spouses. The move aims to streamline the verification of dependents’ eligibility and ensure continued access to healthcare benefits.

As per the directive issued on June 10, 2025, failure to comply with the validation process will result in the temporary suspension of medical facilities for dependents, and the concerned ECHS card will be disabled until required documentation is submitted.

Key Highlights of the Notification:
-Who Must Validate: All dependent members (excluding spouses) must undergo annual validation.
-Notification Alerts: Beneficiaries will receive automated reminders via the ECHS Web Portal, Mobile App, and kiosks at polyclinics.

Mandatory Documents Required:
-Eligibility Certificate for each dependent (excluding spouse)
-PAN Card and Form 26AS for the last two financial years
-In the absence of a PAN card, an Income Certificate from the State Revenue Department
-Income must not exceed Rs 9,000/month (excluding DA) per dependent
-In case of joint dependency of parents, the combined income must remain under the threshold

How to Submit:
-Upload all documents digitally through the ECHS Web Portal or ECHS Mobile App
-Tick the “I Agree” checkbox to submit a declaration form (Appendix A)

New Policy Changes:
-Validation Period Extended: The validation cycle for all 64KB ECHS cards is now 15 months, up from 12 months, effective June 15, 2025
-Reapplication Opportunity: Those previously disqualified due to higher income can reapply if income has stayed below the threshold for two consecutive years, supported by Form 26AS or a fresh Income Certificate

Special Exemptions:
White Card Holders and dependents aged 80+ require only a one-time validation, pending approval by the competent authority
