FINAL DECISIONS ON THE ROLLOUT OF AIR POLLUTION CONTROL MEASURES FROM THE NEW YEAR

Transport Minister Mr Gopal Rai and PWD Minister Mr Satyendar Jain convened a meeting of all concerned departmentson Monday to ensure smooth implementation of the Delhi government’s plan to reduce air pollution in the national capital. Following extensive discussions on the enforcement mechanism, coordination between different government agencies and other preparatory arrangements for deployment of buses, following important decisions were finalized :
1. It was clarified to the representatives of Delhi Police that only civil Defence volunteers will be deployed alongwith NCC and NSS, who will work in close coordination with traffic police and revenue authorities. Their main role will be to create awareness on major crossings and they will carry placards and will not be authorized to stop any vehicles.
2. The checking teams will be deployed at wider roads and not in the vicinity of crossings so that there is no disruption in the traffic. The police should not stall any barricades in the traffic during the programme.
 3. Special Commissioner of Police(Traffic) and Divisional Commissioner will coordinate in respect of 120 traffic points to deploy teams.
4. On 30th December, 2015 at 12.00 noon all civil volunteers have to attend a briefing session at Chhatrasal Stadium so as to be aware about their specific role in the programme.
5. All civil volunteers may be asked to report on 31.12.2015 at 9.00 A.M. at their designated location for coordination meeting with the traffic police staff and will stay there upto 11.00 A.M. to decide about their individual and collective role.
 6. The Transport Department will deploy 66 enforcement teams with particular emphasis on ISBTs, Railway Stations, Hospitals, main markets etc. to check the refusal, overcharging and misbehavior etc. by the auto drivers. Announcement at auto stands may be made to sensitize auto drivers to follow the rules. A deployment plan of these teams may be prepared.
7. All SDMs may also be issued the challan books. Alongwith teams of civil Defence volunteers they should take up the round of the area and do video recording wherever necessary.
8. The expenditure on the arrangements to be made by Divisional Commissioner Office for their vehicle hiring and other campaign material etc. may be done with the help of funds available with the DPCC.
9. Hon’ble Ministers desired that the express buses may be started from Noida and Gurgaon to various area in the Delhi so that commuters may make good use of these buses with particular reference to women commuters. The DTC informed that at least 100 such buses will be deployed for express bus service.
10. DTC was directed to make all arrangements of preparation and installation of stickers etc.
11. DTC will make efforts to cover the target of 3000 buses. Special Commissioner, Traffic(KKD) will follow up with the Director (Education) so that more buses are registered particularly in District East and North where a shortage has been reported.
12. All the requests of Hon’ble MLAs’ may be considered while formulating the route plan and final route plan should be ready by 29th December, 2015.
13. DTC should make special effort to ensure that maintenance of buses is done either during the night time or on Sundays and should minimize the break down. The buses should stop at designated bus stop.
14. In each school bus taken under the scheme, a Marshall must be deployed by DTC.
