Low Response In Pune To Mandatory HSRP Number Plates For Older Vehicles; RTO Warns Of Penalties

Pune, 23rd May 2025: Despite the approaching deadline, vehicle owners in Pune have shown a lukewarm response to the government’s directive to install High-Security Registration Plates (HSRP) on older vehicles. As of Thursday, only around 4.6 lakh vehicles out of the city’s 25 lakh have registered online for HSRP installation, and just 2.08 lakh have had the plates fitted. The Pune Regional Transport Office (RTO) has warned that owners who fail to comply by the June 30 deadline will face penalties.
According to the transport department’s mandate, all vehicles registered before 1st April 2019, must be equipped with HSRPs by the end of June. To facilitate this, over 150 centers have been set up across Pune, and an online registration system has been made available. However, the uptake from the public has been underwhelming.
So far, 4,60,578 vehicle owners have completed online registration, 2,08,349 vehicles have received their HSRPs, and another 3,55,425 owners have scheduled appointments for installation. Still, the vast majority—nearly 22 lakh vehicles—remain unregistered.
RTO officials have urged vehicle owners to act promptly and complete the installation before the deadline to avoid penalties. They reiterated that failure to comply will result in penal actions as per the transport department’s regulations.
