Maharashtra Issues SOPs to Protect Inter-Caste, Inter-Faith Couples; Helpline, FIR Guidelines Introduced

Mumbai, 15th May 2025: The Maharashtra government has rolled out a comprehensive Standard Operating Procedure (SOP) to safeguard the rights and safety of inter-caste and inter-faith couples, in line with recent Supreme Court directives. The guidelines aim to prevent harassment and violence against such couples, with clear protocols for police intervention, legal support, and shelter provisions.
One of the key measures includes the integration of complaints related to inter-religious and inter-caste marriages into the Dial-112 emergency response system. This will ensure swift, confidential handling of distress calls and provide couples with direct access to support.
The SOP directs local police stations to conduct immediate threat assessments when complaints are received from such couples and to file First Information Reports (FIRs) without delay. Officers must also submit detailed reports to senior authorities within seven days.
In accordance with the Supreme Court’s guidance, the state is required to set up Special Cells and Safe Houses in every district. These will provide protection and temporary accommodation for up to six months, depending on the level of risk involved.
The Special Cells will include the District Superintendent of Police or Commissioner as the chairperson, along with the District Social Welfare Officer and the District Women and Child Development Officer as members. These teams will be responsible for verifying the couple’s age, investigating threats, and ensuring timely police protection and legal aid when required.
“The SOP is designed not just for immediate intervention but also for long-term safety and support,” said a senior home department official. “This includes safe housing, legal assistance, and coordination with local authorities to ensure couples are not left vulnerable.”
