Maharashtra Unveils Draft Aggregator Rules 2025: Ola, Uber, Rapido to Come Under Govt Regulation

Mumbai, 11th October 2025: The Maharashtra government on Friday released the draft Maharashtra Motor Vehicle Aggregator Rules, 2025, which will formally bring app-based taxi and auto-rickshaw services like Ola, Uber, and Rapido under state regulation. The new rules aim to standardize fares and ensure better oversight of aggregator services.

Under the draft rules, the base fare for cab rides will be aligned with the standard rates set by the Maharashtra Motorized Road Transport Authority (MMRTA), pegged at Rs 22.72 per kilometre. Auto-rickshaw aggregator fares will be set at Rs 17.14 per kilometre. During off-peak hours, cab fares can drop to Rs 17 per km, while during high-demand periods, fares may rise to Rs 34 per km. Auto fares may surge to Rs 25.7 per km during peak times and fall to Rs 12.86 per km in lean periods, officials said.

Transport Minister Pratap Sarnaik said the rules were cleared by the law and judiciary departments before their release. “The draft rules have been finalised and released today. However, we are inviting suggestions and objections from the public, which can be submitted to the Transport Commissioner’s office until October 17,” he said.

Sarnaik added that regulating fares is essential during crises such as heavy rains, when surge pricing on cab trips can reach Rs 2,000 to Rs 2,500. “Government oversight will help protect commuters from exorbitant charges during emergencies,” he said.

However, some commuters expressed concerns over the new fare structure. A regular Uber and Ola user said, “The aggregators should have the freedom to set dynamic fares based on demand. Fixing rates may make rides more expensive for everyday users.”

The draft rules also outline strict measures for driver conduct. Complaints lodged by riders with the RTA can lead to the driver being off-boarded temporarily or permanently, depending on the inquiry outcome. Drivers maintaining an average rating below two stars will be required to undergo remedial training before returning to service. The RTO will resolve driver-related complaints within ten days of an inquiry.

On October 9, the Gig Workers Front of India organized a one-day statewide strike to demand faster implementation of the new policy. The stir caused significant disruption in cab services in Pune, and front workers reported partial success in Mumbai and Nashik.
