Negligence Of PMC In Road Maintenance Contributes To Increase In Pollution, Carbon Footprint In Pune, PIL Filed In Bombay High Court

Pune, 8th May 2023: The Bombay High Court will hear Public Interest Litigation no. 88 (St. No. 10739) of 2023, filed by two petitioners, Qaneez-E-Fatemah Sukhrani and Pushkar Kulkarni, against the Pune Municipal Corporation (PMC), Maharashtra State Urban Development Department and Public Works Department.

The petitioners have accused the PMC of gross negligence in maintaining, repairing and constructing roads in Pune according to correct scientific techniques. The poorly maintained roads lead to accidents, traffic congestion, fuel consumption, and pollution, and also serve as breeding grounds for mosquitoes, resulting in the spread of vector-borne diseases.

The petitioners have questioned the PMC’s repeated failure to implement more than 100 recommendations of expert panels like the State Technical Advisory Committee (STAC) and Road Development and Road Maintenance Committee (RDRMC), formed by the Court earlier, to improve the quality of design, specifications and construction of roads, proper upkeep, and proper maintenance management systems.

The petitioners have also provided a series of questions and revealing photographs, which they sent to the PMC Commissioner and Principal Secretaries of State Urban Development Department from May 2022 onwards. The petitioners demand the implementation of the STAC and RDRMC reports to repair, maintain, and construct roads in Pune according to scientific techniques.
