No More Office Visits: Citizens to Get Digitally Signed Documents via ‘e-Praman’ System in Maharashtra

Pune, 17th September 2025: Citizens in Maharashtra will no longer need to visit government offices to obtain signed copies of registered documents. The state Registration and Stamp Duty Department has introduced a new system called ‘e-Praman’, which allows people to access digitally signed certificates from the comfort of their homes.

The facility, launched under the state government’s Seva Pandharwada initiative starting September 17, will first be rolled out experimentally in Satara district.

Deputy Inspector General of Registration, Pune, Abhaysingh Mohite, said, “Through e-Praman, citizens will be able to receive digitally signed copies of their registered documents at home. These will be available either in their login or through an SMS link. The authenticity of each document can be verified by a ‘Green Tick’ or ‘Digital Tick’.”

How the System Works
Until now, citizens had to visit offices to obtain signed copies of registered documents, even though electronic copies have been available since 1985 through e-Search and the Aaple Sarkar portal. With the new upgrade, digitally signed copies will carry the official digital signature of the respective Secondary Registrar.

Secondary Registrars across the state will now collectively sign all applications submitted via the Registration and Stamp Duty Department’s website or the Aaple Sarkar portal. Once approved, citizens will receive their documents instantly through a download link sent via SMS.

“The system eliminates the need for physical visits, reduces delays, and enhances transparency,” Mohite added.

Key Features of e-Praman
Citizens can access registered document copies via e-Search, Aaple Sarkar, or directly through the new system.
Each copy will carry a Dynamic Digital Signature of the Secondary Registrar.
Verification of authenticity will be possible through secure digital markers.
Copies will be delivered directly to citizens’ devices via SMS links.
The initiative is part of the state government’s drive to expand digital governance under Seva Pandharwada.

Officials said the system is expected to significantly ease processes related to property transactions and legal documentation by reducing paperwork and cutting down the need for in-person visits.
