Only 7% Pune Vehicles Compliant as June 30 Deadline for HSRP Nears; RTO Pushes Awareness

Pune, 19th May 2025: With the June 30 deadline looming, the Pune Regional Transport Office (RTO) is racing against time to ensure all vehicles have high security registration plates (HSRPs) — a mandatory rule for vehicles registered before April 2019. Yet, public response has remained lukewarm.
Out of 24.28 lakh vehicles falling under the HSRP mandate, only around 1.7 lakh have completed the installation process in the past five months — a compliance rate of just 7%. This leaves over 22.5 lakh vehicle owners needing to act within the next six weeks.
“This is a serious concern,” said a senior RTO officer on condition of anonymity. “Despite our repeated appeals and awareness efforts, vehicle owners are either unaware or unresponsive. The installation of HSRPs is not optional — it’s a legal requirement.”
The Pune RTO had launched the portal www.mhhsrp.com last December to streamline the booking process. Initial deadlines of March 31 and April 30 were pushed back to June 30 due to low compliance. Officials now say there is no confirmation of any further extension.
“We have set up a dedicated help desk at the RTO to guide citizens through the process,” said another official. “If the deadline isn’t extended, enforcement action such as fines or penalties may be initiated against non-compliant vehicles.”
HSRPs are designed to enhance vehicle identification and prevent theft, featuring tamper-proof designs and unique laser codes. The Ministry of Road Transport and Highways has made them mandatory nationwide in a phased manner.
Authorities are urging vehicle owners to act immediately rather than wait until the last minute, warning that a last-minute rush could overwhelm the booking and installation systems.
