Pune: 150 PMC Properties to Be Transferred to Newly Formed Uruli-Phursungi Municipal Council

Pune, 1st March 2025: The Pune Municipal Corporation (PMC) is set to transfer around 150 public properties to the newly established Uruli-Phursungi municipal council following the state government’s decision to exclude these areas from PMC limits. A proposal regarding this handover has been placed before the standing committee for approval.

Uruli and Phursungi were incorporated into PMC’s jurisdiction in 2017 as part of an expansion plan but were later excluded in 2024 after persistent demands from residents, who cited inadequate civic services as the main reason for seeking a demerger. “The properties to be transferred include public amenities such as school buildings, administrative offices, and open spaces designated for civic use. PMC will no longer maintain or utilize these properties,” a senior PMC official confirmed.

According to officials, these properties originally belonged to gram panchayats under district administration before being transferred to PMC. A survey is currently underway to determine the exact number of properties that will be handed over. “These assets came under PMC’s control in 2017-18 when the areas were merged. Initially, PMC had proposed integrating 34 villages in 2013-14, but following court directives, only 11 villages were fully incorporated in 2017, while nine were partially merged. Uruli and Phursungi were among the two villages completely included in PMC limits,” an official explained.

Residents of Uruli-Phursungi have long argued that they were paying higher property taxes under PMC but saw no significant improvement in infrastructure. Many have expressed frustration over the absence of essential services such as water supply, road maintenance, and waste management. The lack of a structured Development Plan (DP) further hindered progress in these areas.

With the demerger, PMC, which became Maharashtra’s largest municipal corporation following the merger of 23 villages in 2021, will now cede control of Uruli and Phursungi as they transition to independent municipal governance.
