Pune: CM Fadnavis Orders PMC to Take Over Building Permissions in 23 Merged Villages

Pune, 12th December 2025: Chief Minister Devendra Fadnavis has directed that the authority to issue construction permits for 23 merged villages be transferred from the Pune Metropolitan Region Development Authority (PMRDA) to the Pune Municipal Corporation (PMC).
The order was issued during a PMRDA authority meeting on Thursday held in Nagpur, attended by Deputy Chief Minister Ajit Pawar, senior officials and the Pune Municipal Commissioner Naval Kishore Ram.
For now, construction permissions in these villages—although officially part of PMC limits—are issued by PMRDA. This dual control has slowed development work and created administrative overlap. Deputy CM Pawar, who had earlier witnessed these delays first-hand, had instructed in September 2025 that the construction rights be handed over to PMC.
Following this, PMRDA’s development plan was scrapped. In October, the PMC Commissioner wrote to the Urban Development Department seeking planning authority status for all 23 villages to streamline governance and speed up urban development. The state government has now ordered that development planning for these areas be carried out entirely by PMC to ensure unified administration.
The villages for which construction permit rights will shift to PMC are: Mhalunge, Sus, Bavdhan Budruk, Kirkatwadi, Pisoli, Kondhave Dhawade, Kopre, Nanded, Khadakwasla, Manjari Budruk, Narhe, Holkarwadi, Autade Handewadi, Wadachiwadi, Shewalewadi, Nandoshi, Sanasnagar, Mangdewadi, Bhilarewadi, Gujar-Nimbalkarwadi, Jambhulwadi, Kolhewadi and Wagholi.
PMC already handles essential services such as water supply, sewage networks, road infrastructure, health and education facilities in these villages. With full planning authority, the civic body will be able to issue building permissions, collect development charges and implement an integrated development plan for the merged areas.
