Pune: Decisions Regarding TDR to Be Made Within 6 Months, Orders PMC Commissioner
Pune, 8th August 2025: Pune Municipal Corporation (PMC) Commissioner Naval Kishore Ram has ordered that decisions regarding Transferable Development Rights (TDR) be made within six months. The orders come after multiple MLAs criticized the PMC and other bodies during the Monsoon Session of the Maharashtra Legislative Assembly for taking over two years to make such decisions.
While implementing the development plan of the PMC, the administration requests landowners to obtain TDR or Floor Space Index (FSI) while acquiring land. There is a special TDR cell in the Building Development Department of the Municipal Corporation. After the proposal is submitted there, the TDR file is approved after the signatures of the Building Development Department, Legal Department, Estate and Management Department, Additional Commissioner’s Office, Vigilance Department, and then the PMC Commissioner.
But after submitting the TDR proposal, construction professionals, architects, or other related persons have to go through a lot of hassle in the PMC. Citizens always complain that this process is very complicated. MLAs criticized this heavily, saying the nearby Pimpri-Chinchwad Municipal Corporation (PCMC) completes the process within two months. The PMC Chief recently held a meeting to address this and has ordered the process to be made quicker and simpler. He asked officials to resolve all technical difficulties quickly.
PMC City Engineer (Building Development) Prashant Waghmare said, “The Commissioner has asked in the meeting held regarding TDR to make the process smooth and simple. The Legal Department should clarify whether it is possible to issue TDR within 45 days on the TDR proposals for lands on which disputes are ongoing. If there is any technical problem, it should be pointed out. While acquiring land, it has to be checked whether the FSI of that land has been given earlier. This process in the first phase should be completed in 90 to 120 days. After that, in the second phase, it has been ordered that the other processes should be completed in 45 to 60 days.”
