Pune: FIR Filed After Woman Allegedly Abuses, Threatens PMC Deputy Commissioner at Manpa Bhavan

Pune: The Shivajinagar police have registered a case against a woman for allegedly obstructing government work, using abusive language, and misbehaving with a senior official at the Pune Municipal Corporation (PMC) headquarters.
The incident occurred on Wednesday, April 8, 2026, at approximately 1:30 PM at the ‘Manpa Bhavan’ (PMC Building) in Shivajinagar. According to the police, the accused, identified as Kavita Patekar, a resident of Pragati Apartment in Katraj, entered the office of Asha Raut, the Deputy Commissioner of the Cultural, Sports, and Security Department.
The complainant, Rakesh Yallappa Vitkar (53), an employee at the PMC, stated that Patekar entered the Deputy Commissioner’s cabin and began a heated argument using loud and arrogant language. She is alleged to have used foul language, physically shoved staff members, and forcibly halted official proceedings, thereby obstructing government duties. Furthermore, she reportedly recorded a video of the incident with the intent to defame the official.
Following the complaint, the Shivajinagar police registered an FIR (No. 93/2026) at 1:44 AM on April 9, 2026. The accused has been booked under several sections of the Bharatiya Nyaya Sanhita (BNS) 2023, including:
Section 221: Obstructing public servant in discharge of public functions.
Section 132: Assault or criminal force to deter public servant from discharge of duty.
Section 352: Intentional insult with intent to provoke breach of peace.
Section 351(2): Criminal intimidation.
Section 354(2): Defamation.
The investigation is being overseen by Senior Police Inspector Girishkumar Dighavkar and Police Inspector (Crime) Amar Kalange of the Shivajinagar Police Station.
