Pune: IAS Officer Trigun Kulkarni Appointed New Maharashtra State Board Chairperson

Pune, 19th November 2025: Indian Administrative Service (IAS) officer Trigun Kulkarni, currently serving as Deputy Director General at YASHADA, has been appointed as the new Chairperson of the Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE). The state government has issued orders confirming the transfer-based appointment, reigniting debate over the growing dominance of IAS officers in the school education department.

In recent years, several major positions in the department have been filled by IAS officers. The posts of Education Commissioner, State Project Director of the Primary Education Council, Director of the State Council of Educational Research and Training, and Chairperson of the Maharashtra State Examination Council are already headed by IAS officers. With Kulkarni’s appointment, the number of IAS officers in top education roles has now increased to five.

This trend has reportedly led to dissatisfaction among educationists as well as senior administrative officials. They claim that promotions within the department have been delayed and several key posts remained vacant for extended periods. As a result, additional responsibilities of crucial roles were handed over to existing officials, significantly increasing their workload. Primary Education Director Sharad Gosavi, who was holding the additional charge of State Board Chairperson, has now been relieved of that duty.

The growing influence of IAS officers in Maharashtra’s education sector has sparked fresh questions. Educationists are debating whether these appointments are genuinely intended to strengthen academic standards or are largely driven by administrative convenience. Despite ongoing criticism related to corruption, policy delays, and stagnant academic outcomes, there is still no clear indication that IAS-led leadership has brought substantial reforms to school education in the state.

Kulkarni’s appointment has once again brought the conversation on administrative control and the future direction of Maharashtra’s school education governance into sharp focus.
