Pune: Maharashtra Makes Tentative Layout Approval Compulsory Before Land Measurement

Pune, 9th August 2025: Authorities across Maharashtra have made it mandatory for anyone seeking land measurement to first obtain approval for a “tentative layout” from the local governing bodies.

The new order, instituted by the Land Records Department under the guidance of Dr. Suhas Diwase, aims to curb illegal land subdivision, unauthorized construction, and risky property deals that have led to citizen losses in urban areas.

In alignment with the Maharashtra Regional and Town Planning Act, 1966, and the Unified Development Control and Promotion Regulations (UDCPR), the process now requires applicants to submit a tentative layout for review before their measurement application is accepted.

Following layout approval, the Land Records Department will conduct the measurement and forward its report to the local planning authority, which will then grant final approval. Updated maps will be recorded in the land records system, ensuring transparent land boundaries and accurate documentation.

Official sources highlight that this revised procedure will significantly reduce land boundary disputes and protect plot or apartment buyers from fraudulent practices. Strict UDCPR enforcement means 20% of plots larger than 4sq.m must be reserved for low and very low-income groups, potentially improving affordable housing access. Moreover, the crackdown on measuring and building on inherited land without proper authority will help curb unauthorized development.
