Pune: Parking Fines to Be Recovered by Municipal Corporation; Traffic Police Held Responsible

Pune, 30th September 2025: The Pune Municipal Corporation (PMC) will now directly recover fines collected by the traffic police for vehicles parked illegally on city roads. The move follows concerns over the rising number of vehicles left on streets due to what officials describe as insufficient enforcement by the traffic police.

Between April 1 and July 29, 2023, the Corporation received only ₹12.40 lakh from the Traffic Department as its share of fines. In comparison, from April 1, 2022, to March 31, 2023, fines worth ₹2.29 crore were deposited.

Alarmed by this sharp fall in revenue, the Corporation has decided to recover the fine amounts directly from the Traffic Department.
Officials noted that citizens often resort to roadside parking because of inadequate facilities, but lax enforcement has worsened congestion. To address this, the PMC’s Anti-Encroachment Department will now work jointly with the Traffic Police to crack down on violations.

According to records, the Traffic Department has acted under Section 107 of the Maharashtra Police Act, 1951, and Section 117 of the Motor Vehicles Act, 1988. Over the last five years, fines worth ₹20.96 crore have been collected and transferred to the Corporation, which uses the funds for city development projects.

Annual Fine Collections (2019–2024):
2019–20: ₹2.29 crore
2020–21: ₹1.38 crore
2021–22: ₹7.09 crore
2022–23: ₹9.59 crore
2023–24 (till July 29): ₹12.40 lakh

Total: ₹20.96 crore

While collections grew steadily until 2022–23, the steep decline this year has raised questions about enforcement.

On the occasion of Ganesh Utsav, the Traffic Department also shared a list of illegal parking hotspots with the PMC’s Anti-Encroachment Department for stricter action. Assistant Commissioner of Police (Traffic) Vijayakumar Magar said vehicles parked in no-parking zones or obstructing traffic will face tougher penalties.

Despite some roads being converted to one-way routes, illegal parking on both sides continues to choke traffic flow. Citizens have demanded stricter enforcement and long-term parking solutions to ease congestion across the city.
