Pune: PMPML Proposes 60-Year PPP Lease for Bus Depot Redevelopment

Pune, 8th August 2025: In a major policy shift aimed at modernizing infrastructure and improving financial sustainability, the Pune Mahanagar Parivahan Mahamandal Ltd (PMPML) has approached the state Urban Development Department, requesting approval to lease out its depot lands for 60 years under the Public-Private Partnership (PPP) model — twice the duration of the existing 30-year lease period.

According to PMPML Chairman and Managing Director Pankaj Daware, the proposal has been submitted for administrative clearance. The longer lease term is expected to draw more serious private investment and facilitate extensive redevelopment of PMPML’s depot sites with modern infrastructure.

PMPML has been actively transitioning to a cleaner fleet, including electric and CNG-based air-conditioned buses, to reduce its environmental impact. However, the organization continues to struggle with outdated depots and inadequate facilities — a key factor impacting service quality and operational revenues.

To address these challenges, PMPML had earlier decided to revamp 25–30 depot locations. A feasibility study conducted by a private consultant identified 14–15 sites as suitable for redevelopment via the PPP model. The original plan was based on 30-year lease terms, but PMPML now believes that a 60-year lease will boost investor confidence and long-term financial returns.

What the New Development Plan Includes:
-Under the revised PPP model, PMPML envisions transforming its depot properties to include:
-EV charging stations to support its growing electric fleet
-Designated parking bays for buses and other vehicles
-Maintenance workshops equipped with modern tools
-Commercial zones, which may include hotels, office spaces, and healthcare facilities

These additions aim to enhance service delivery, reduce operational disruptions, and create alternative revenue streams through commercial leasing and rental income.

Three of the proposed depots fall within the Pune Metropolitan Region Development Authority (PMRDA) limits and have already been incorporated into the project plan. PMPML believes that extending the lease period will make the initiative more attractive to developers, ensuring long-term sustainability.

The proposal is currently under consideration by the Urban Development Department. Once approval is granted, PMPML will begin the tendering process to invite private developers to participate in joint ventures.

“This initiative aligns with PMPML’s broader vision of converting dormant assets into productive, income-generating infrastructure. It will also help ease the financial burden on the transport body,” said Daware.

As demand for reliable public transport grows and clean mobility gains traction, the long-term redevelopment of PMPML depots under the PPP model is expected to play a crucial role in reshaping Pune’s urban transit ecosystem.
