Planned Execution Key to Infrastructure Growth and Economy Goal

Pune, 8th August 2025: Maharashtra Chief Minister Devendra Fadnavis on Thursday emphasised the critical importance of advance planning, timely execution, transparency, quality control, and inter-departmental coordination in the successful completion of infrastructure development projects across the state. He urged all implementing agencies to align efforts towards achieving Maharashtra’s ambitious goal of becoming a $1 trillion economy.

The Chief Minister was speaking at the inauguration of a state-level training workshop on infrastructure development projects held at the Yashwantrao Chavan Academy of Development Administration (YASHADA) in Pune. The event was also attended by Deputy Chief Minister Ajit Pawar, MITRA CEO Praveen Pardeshi, Chief Secretary Rajesh Kumar, and Principal Secretary Ashwini Bhide.

“Maharashtra is moving towards a $1 trillion economy. To achieve this with speed, infrastructure projects must be implemented efficiently with advance planning, improved utility, and assured quality,” said Fadnavis.

He added that the state has already successfully completed major infrastructure projects, including roads, railways, bridges, and tunnels, and now holds considerable experience in engineering execution. He highlighted the use of tools like PM Gati Shakti and geo-data for better planning and stressed the need for field-level assessments and inter-departmental data coordination to expedite project delivery.

The Chief Minister also advised that while selecting developers for major projects, their capacity and capabilities must be carefully evaluated. Contracts should be drafted with all essential safeguards in place, considering the long-term interests of the state. He stressed the importance of monitoring project quality during execution, completing land acquisition on time, and ensuring timely compensation to avoid cost escalations.

Fadnavis also referred to the state’s war room for infrastructure, which has been instrumental in resolving delays and accelerating project implementation. He noted that when high-quality projects are completed within deadlines, executing agencies are duly recognised, and encouraged departments to explore multiple financing options to scale up infrastructure creation.

Deputy CM Ajit Pawar described infrastructure projects as the foundation of a developed Maharashtra, adding that these efforts are central to the state’s economic vision. Highlighting the importance of bridges, roads, ports, energy projects, and river rejuvenation schemes, Pawar called on all departments to perform at peak efficiency to remove hurdles and ensure timely project completion.

He stated that a dedicated infrastructure war room has been set up, with a bi-monthly review mechanism, to monitor key projects and maintain momentum.

“This workshop is a platform to exchange ideas, build skills, and strengthen implementation capacity for Vision Maharashtra 2047,” he said.

Emphasis on Timely Funding, Strategic Planning:
MITRA CEO Praveen Pardeshi gave a presentation on available funding options for infrastructure and stressed the importance of timely utilisation to speed up project execution.

Chief Secretary Rajesh Kumar emphasized the importance of understanding the root causes of project delays and advocated for a paradigm shift in the approach to infrastructure development. He urged planning teams to anticipate challenges early and reiterated the need for a visionary approach to achieve Maharashtra’s 2047 goals.

Workshop Designed to Accelerate Project Execution:
In her welcome address, Principal Secretary Ashwini Bhide explained that the workshop aims to accelerate infrastructure execution, which is vital for Maharashtra’s $1 trillion economy target. She highlighted the importance of dialogue, coordination, and sharing of best practices across departments. The two-day workshop includes detailed sessions focused on enhancing project delivery capacity.

The event was attended by several senior administrative officials from across the state.
