Pune: Roseland Residency Committee Banned For 5 Years Over Financial Mismanagement

Pimpri Chinchwad, 11th April 2023: The committee of Roseland Residency, one of the largest cooperative housing societies in Pimple Saudagar, Pimpri Chinchwad, has been banned from holding posts in the society management committee for the next five years by the deputy registrar of cooperative societies.

The decision was made following complaints raised by 40 people, including member Sandeep Thenge, regarding misappropriation of funds and various other issues. The society, which has over 4,000 residents living in 900 flats, has been known for promoting eco-friendly initiatives.

The decision was made after several hearings, the first of which was held on December 23, 2021, and the last of which took place between February 28 and March 29, 2023. During the hearings, the complaints raised by residents were scrutinized, and both parties were heard. The committee was disqualified due to their failure to review the Audit rectification report from the previous year during the Annual General Meeting, non-compliance with the lowest bidder policy in the awarding of CCTV contract, and offering a one-month rent waiver to the mobile tower company amidst the Covid-19 pandemic.

The complaint filed by the residents mentioned that the committee spent Rs 82,71,033 on building an overhead water tank without permission in an unauthorized manner, spent Rs 12,93,700 on procuring water tanks without the consent of the committee and members, and upgraded lifts without consent, spending Rs 21,84,442. Additionally, the construction of a retaining wall was completed by accepting a high tender amount, building insurance was raised to 126 percent, and the annual general body meeting was held without obeying the rule of section 75.

Chandan Chaurasia, joint secretary of Roseland Residency, stated that despite being a committee member, he raised his voice against the wrong practices being conducted in the society office. Numerous projects were initiated without seeking the residents’ input, prompting his resignation upon witnessing financial mismanagement and misconduct by the committee members.

Santosh Maskar, the chairman of Roseland Residency, mentioned that few residents had raised their complaints to the registrar’s office, to which the result was in their favour after scrutinizing the complaint. However, the complainants appealed to the higher authority, which resulted in the disqualification of the committee. He further added that they were not given a fair chance to represent themselves properly.

The decision to disqualify the committee is a major setback for the society, which had been known for its eco-friendly initiatives. The sub registrar’s decision highlights the importance of accountability and transparency in society management committees, and serves as a warning to others who might engage in similar practices.
