Pune: RTO to Begin Action Against Vehicles Without HSRPs From July 1

Pune, 29th June 2026: The Regional Transport Office (RTO) will begin action from July 1 against owners of vehicles registered before April 1, 2019, that have not been fitted with High Security Registration Plates (HSRP), officials said on Monday.

The RTO said that besides restrictions already in place on services such as transfer of ownership, change of address and hypothecation-related transactions, it will now also stop processing applications for re-registration, vehicle alterations and renewal of permits and licences for such vehicles. Renewal of fitness certificates, however, will continue.

Officials said vehicle owners who have booked HSRPs on or before June 30, 2026, will be exempt from enforcement until the plates are installed.

Vehicle owners who fail to install HSRPs or register for them by the June 30 deadline will face action under Rule 50 of the Central Motor Vehicles Rules, 1989, and Section 177 of the Motor Vehicles Act.

The RTO has appealed to owners of private vehicles as well as autorickshaws, taxis, trucks, buses and government and semi-government vehicles to ensure that HSRPs are installed within the stipulated deadline.
