Pune Zilha Parishad Honored with Late SS Gadkari Award for Innovative Project Mahalabharthi and Streamlined Process Mapping

Pune, 1st June 2023: The Pune Zilha Parishad has received the esteemed Late SS Gadkari Award for its outstanding innovation and successful implementation of Project Mahalabharthi and process mapping of 1183 activities. This prestigious recognition serves as a testament to the remarkable creativity and hard work demonstrated by all the officials and staff members of Pune Zilha Parishad.

 

The journey began with Pune Zilha Parishad identifying 1183 work processes spanning across all departments. Each process was meticulously mapped, taking into consideration the required data, decision-making procedures, and the nature of order and execution. This endeavor involved a thorough study of relevant laws, rules, regulations, government resolutions, court orders, standing orders from superior offices, and established practices. The objective was to reconcile any contradictions and establish coherent processes.

 

To streamline the procedures, the identified processes were categorized into seven types and officially notified under the Right to Services Act, 2015, following an order issued on January 25th, 2022. Several powers of the Chief Executive Officer were delegated, particularly those that were reparative in nature, lacked discretionary decisions, and fell within the administrative and financial capacity of subordinate officers.

 

The Chief Executive Officer of Pune Zilha Parishad Ayush Prasad expressed, “The entire process spanned seven months and involved the active participation of all officers and staff members of Zilha Parishad. This extensive research has greatly contributed to the training and capacity building of everyone involved in their respective roles. The processes were compiled into comprehensive manuals, which were inaugurated by Sharad Pawar on the occasion of Zilha Parishad’s 60th anniversary. The efforts of Bharat Shendge, Kamlakar Randive, and Rahul Kalbhor played a pivotal role in achieving this milestone within Pune Zilha Parishad.”

 

The Mahalabharthi initiative was developed through collaboration with MKCL in two phases. In the first phase, a search engine-generated a list of schemes based on the personal information provided by citizens. This project was piloted in Junnar and Ambegaon among tribal communities, effectively raising awareness and facilitating access to numerous schemes.

 

Elaborating further, Prasad stated, “In the second phase, implemented at Pune Zilha Parishad, we introduced the concept of a family folder and designed a single master form for citizens and families to access all the schemes implemented by Pune Zilha Parishad. This dynamic system not only identified beneficiaries but also streamlined the application process. The case management software ensured ease of access and facilitated the provision of benefits. It significantly reduced costs related to publicity and administrative processes while ensuring strict adherence to rules.

 

This technology has enabled us to process a large number of applications within a short period of 15 days. Nearly one lakh people have utilized the software and benefitted from various schemes. Sameer Pandey, Jt MD of MKCL, Vinayak Kadam, Business Development Manager of MKCL, Anil Deshmukh, Agriculture Development Officer, and Dr. Shivaji Vidhate, District Animal Husbandry Officer, played instrumental roles in the development of this software.”

 

Both these initiatives have propelled administrative thought to new heights, and Pune Zilha Parishad extends its gratitude to the Indian Institute of Public Administration and former Chief Secretary Swadheen Kshatriya for recognizing and appreciating their dedicated efforts.
