Maharashtra: EV Users to Get Toll Refunds as Govt Orders Immediate Compliance
Pune, 10th December 2025: The state government has assured that electric vehicle (EV) users will receive refunds for tolls collected on highways where exemptions had already been announced. The clarification came after BJP MLA Shankar Jagtap raised the issue during the Question Hour in the Maharashtra Legislative Assembly, pointing out that toll booths continued charging EVs despite a government decision to waive these fees.
Jagtap also questioned whether action would be taken against toll operators who continued to collect money illegally and whether their licenses would be cancelled. His intervention prompted a detailed explanation of the Maharashtra Electric Vehicle Policy 2025, along with a stern directive from the Assembly Speaker.
Deputy Chief Minister Eknath Shinde informed the House that under the EV Policy 2025, passenger electric vehicles are entitled to 100% toll exemption on three major corridors: the Samruddhi Mahamarg and Mumbai–Pune Expressway under MSRDC, and the Sewri–Nhava Sheva Atal Setu under MMRDA. The policy was notified on May 23, 2025, and scheduled for implementation from August 22, 2025.
Shinde said partial toll collection was still occurring due to administrative gaps but confirmed that exemptions are legally in force. “Toll collection or exemption is implemented according to government notifications. For these highways, 100% exemption for electric vehicles has been approved,” he told the House.
Taking serious note of the lapse, Assembly Speaker Rahul Narvekar directed the government to stop the unlawful toll collection within eight days. “This is a grave issue. The state has promised citizens that EV users will be exempt from tolls. If this policy is not implemented, the government risks breaking its commitment. No eligible electric vehicle should be charged toll in the next eight days,” Narvekar said.
MLA Jagtap welcomed the Speaker’s intervention, calling it a significant step toward enforcing the state’s environment-friendly mobility policy. “This decision is important for ordinary citizens. The illegally collected toll amounts will be refunded to EV drivers, providing much-needed relief,” he said.
