Over 37 bidders participate at Bihar Renewable Energy Development Agency’s (BREDA) Pre-Bid meeting for installation of 15 MW RESCO based Grid-Connected Rooftop Solar Projects in Bihar

New Delhi, January 24, 2019: The second pre-bid meeting for the 15 MW Grid-Connected Rooftop Solar project was held in New Delhi at Bihar Bhawan. Over 35 prospective bidders across the country attended the meeting and interacted with representatives from Bihar Renewable Energy Development Agency (BREDA), the State Nodal Agency for Bihar. The meeting also witnessed participation from various private and state financial institutions, seeking to offer solar rooftop financing solutions.

The meeting was chaired by Mr Alok Kumar, IES, Director, BREDA, Department of Energy, Government of Bihar. Also present on the head table were Mr. K.A Siddiqui, deputy director, BREDA, and Mr. Yuvaraj Dinesh Babu, Team Leader, SUPRABHA TA Program, EY.

After a brief round of introduction by the developers, Mr. Alok Kumar welcomed them and provided an overview of the leading solar initiatives in Bihar. He said that the 15 MW RESCO tender is a first step towards many such opportunities in a large-scale manner in the immediate future. He emphasized that Bihar is progressing on renewable energy implementation and it will soon become the favorable destination for solar.

Subsequently, the salient features of the tender were presented to the developers which included three categories – Government Buildings of Patna Capital, Health Department and other Govt. Buildings in Bihar, allocation of state subsidy of 25 %, creation of a data room, sanction of 50% upfront subsidy of PPA capacity, typical calculation of levelized tariff for the tender etc.,

Mr. Dinesh presented the activities of the SUPRABHA TA Program and its partnership with the Government of Bihar and activities implemented for BREDA under the Demand Aggregation Program.

The SUPRABHA Team subsequently presented the Data Room, with its methodology and key features. The link to the Data Room will be provided to bidders upon its request for access by BREDA.

The event was subsequently followed by, an open discussion session, where several bidders raised their queries and opinions regarding capacity distribution across the three categories, PPA execution and project implementation schedule, eligibility criterion, State Government Subsidy, Data Room, Bid Cost, Warranty and Insurance, Levelized Tariff and estimation basis, Change in Law, Performance Bank Guarantee , technical aspects etc., Mr. Alok Kumar informed the developers that BREDA will revert with the clarifications at the earliest and further invited them to submit their comments by mail.

Speaking at the closing session of the meeting through a tele-conference, Mr. Pratyaya Amrit, Principal Secretary (Energy), Government of Bihar said, “Bihar welcomes all bidder to participate in the upcoming rooftop tenders, and is committed to the highest level to ensure RESCO payments from respective departments on a centralized basis.”

This pre-bid meeting was the second in a series of two pre-bid meetings mentioned in the RfP, which witnessed participation by a number of developers and extensive discussions.

The deadline for Bid submission is February 2, 2019. The tender is available for reference athttp://bihar.bih.nic.in and is expected to be awarded by 4th February,2019.
