Pune: Colonel Rank Nodal Officer To Be Appointed For Coordination With PCDA For Grievance Redressal Of Army Officers

Pune, 9th June 2021: A meeting took place between Army Commander Lt Gen JS Nain, GOC-in-C Southern Command and Dr Rajeev S Chavan, Principal Controller of Defence Accounts (Officers) on 8th June at Southern Command (Headquarters).

A detailed discussion was held between the GOC-in-C Southern Command and the PCDA(O), on various issues such as COVID19 (Covishield) vaccination of PCDA (O) Staff and their families, mechanisation/ office automation of PCDA (O) office, online publication of Part II Office Orders and making the most use of the latest IT tools and technology for yielding better results as well as the betterment of delivery of services to Indian Army.

Greater emphasis was laid on building in better relations, strengthening of kinship bond and creating the fraternal spirit of Camaraderie and spirit de corps between the PCDA (O) and the Army Officers. It was decided during the meeting that both the organizations will appoint a Nodal Officer of Colonel rank for better coordination, prompt delivery and early redressal of grievances of the Army Officers. PCDA (O) expressed his deep sense of gratitude and warmth to the hospitality, support and cooperation extended by GOC-in-C for his assurance to vaccinate 200 staff of the PCDA (O) employees and their families giving a special thanks for his noble gesture and act.

Issues relating to the disbursement of pension-related matters of the veterans, widows and re-employed Army pensioners were also discussed, threadbare wherein it was decided that a meeting will be conducted to promptly deal and resolve on spot all the grievances both online and offline henceforth.

With reference to the training of Army Officers, it was decided to hold regular webinars for Army Officers to make them aware of their entitlements and redress their frequently encountered problem and issues for early redressal of their grievances relating to pay anomalies and allowances differences.

The Army Commander also brought out that there is ample scope for overt simplification and rationalization of the various cumbersome procedures for correct, error-free and prompt payment of all claims and requested Dr Chavan to identify such areas and give him feedback.

In turn, Dr Chavan assured the Army Commander of the fullest cooperation and informed that digitization of pay-related documents is already underway for ease of accessibility, accountability and transparency in act, approach and demeanour.

The office of PCDA (Officers) caters to over 53,000 serving Army Officers, including the Chief of Defence Staff (CDS)/Chief of Army Staff (COAS) to Lieutenant in the Indian Army. The office is responsible for pre-audit and payment of pay and allowances and all claims of the officers of the Indian Army and giving pensionary benefits to all war veterans and widows.
